Van Milligen, City Manager Gus Psihoyos, Assistant City Engineer Madison Street Sanitary Sewer EXtension Project INTRODUCTION The enclosed resolution provides for the award of the Madison Street Sanitary Sewer Extension Project. DISCUSSION The project was approved for the Fiscal Year 2001 Capital Improvement and provides for the construction of ~pproximately 435 feet of gravity Program, sanitary sewer and 395 feet of private forcemain. The project will provide sewer service to three homes and one apartment building along Madison Street. An 8"-diameter gravity !sewer pipe will be installed from Ellis Street to the backyards of the two homes at 1829 and 1849 Madison Street. Sanitary sewer grinder pumps will be installedi for one home at 1910 Madison Street and the apartment building at 1921 Madison St. and both will be tied into the Clarke Drive sanitary sewer. The pumps fqr 1910 and 1921 Madison Street were needed due to the grade, existing retaining walls, and the lack of access for equipment to tie those two properties into the grhv ty sewer. Sealed bids were received on January 13, 2004. A summary of the bids is as follows: I Top Grade Excavating Drew Cook & Sons Excavating Portzen Construction, Inc. The total amount of the base bid and the alternate is 7.44% under the engineer's estimate of $97,733.45. RECOMMENDATION I recommend that the contract be awarded to Top Grade Excavating in the amount of $90,460.09. Whereas, said sealed proposals were opened and read on the 13th day of January, 2004, and it has been determined that the bid of Top Grade Excavating of Epworth, Iowa, in the amount of $90,460.09 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Top Grade Excavating and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. City staff is currently working with these property owners to secure the necessary easements to complete this project. To allow eXtra time for these restrictions, the contractors will be required to guarantee their bids for a period of ninety (90} days instead of the normal thirty (30) days. This shbuld not be a problem because of winter construction difficulties. Van Milligen, City Manager Gus Psihoyos, Assistant City Engineer November 24, 2003 Madison Street Sanitary Sewer Extension Project INTRODUCTION The enclosed resolutions authorize the bidding procedure for the Madison Street Sanitary Sewer Extension Project. BACKGROUND The project was approved for the Fiscal Year 2001 Capital Improvement Program, and provides for the construction of approximately 435 feet of gravity sanitary sewer and 395-feet of private forcemain. DISCUSSION The project will provide sewer service to three homes and one apartment building along Madison Street. An 8" diameter gravity sewer pipe will be installed from Ellis St. to the backyards of the two homes at 1829 and 1849 Madison Street. Sanitary sewer grinder pumps will be installed for one home at 1910 Madison St. and the apartment building at 1921 Madison St. and both will be tied into the Clarke Dr. sanitary sewer. The pumps for 1910 and 1921 Madison St. were needed due to the grade, existing retaining walls, and the lack of access for equipment to tie those two properties into the gravity sewer. The schedule for the project is as follows: Initiate Advertisement for Bids Notice of Public Hearing Publish Notice to Property Owners Mail Notice to Property Owners December 1, 2003 December 5, 2003 January 9, 2004 December 12, & 19, 2003 December 12, 2003 Receipt of Bids Public Hearing Award of Contract Completion December 18, 2003 January 19,2004 January 19,2004 June 1,2004 RECOMMENDATION I recommend that the City Council establish the date of January 5, 2004 for the public hearing and authorize the City Clerk to advertise for proposals. City staff is currently working with these property owners to secure the necessary easements to complete this project. To allow extra time for these restrictions, the contractors will be required to guarantee their bids for a period of ninety (90) days instead of the normal thirty (30) days. This should not be a problem because of winter construction difficulties. BUDGET IMPACT The estimate for the project is: Construction Contract Contingency Engineering Total Project Cost 90,458.45 9,045.85 14,925.64 114,429.94 The project will be funded as follows: City Share ' $ 73,618.84 Special Assessment to Private Property $ 40,811.10 Total Project Cost $ 114,429.94 The project will be funded with the Sanitary Sewer Construction Fund from a Fiscal Year 2001 appropriation in the amount of $ t 13,000. ACTION REQUESTED The City Council is requested to adopt the attached resolution establishing the date of public hearing and authorizing the City Clerk to advertise for proposals.
