Final Plat of Ridgeway Park Subdivision in Dubuque County, Iowa
INTRODUCTION
The submitted final plat of Ridgeway Park Subdivision is located in Dubuque County at
the intersection of John Deere Road and Emberwood Drive. The submitted final plat
subdivides the existing 16 acres into 13 lots for commercial development.
DISCUSSION
The submitted final plat of Ridgeway Park is located in Dubuque County and provides
for the creation of 13 commercial lots. The subject property was formedy a drive-in
theater and has been used for commercial development in the past. The submitted plat
allows for the construction of a new private road to be called Diesel Drive, which will be
built with 31-foot of paving from curb to curb, and a 66-foot right-of-way. The developer
will also be providing storm water detention that has been reviewed and approved by
City Engineering.
RECOMMENDATION
The submitted final plat is in substantial compliance with the City of Dubuque
Subdivision Regulations. I would recommend approval as submitted.

Physical Characteristics: The subject property is the former location of the drive-in theater
along John Deere Road. The property is relatively fiat and slopes from the west to the east
toward John Deere Road.

Recommended Motion: Motion to approve the submitted final plat of Ridgeway Park
Subdivision as it is in substantial compliance with the City of Dubuque Subdivision
Regulations.
Conformance with Comprehensive Plan: The subject property was not included as part of
the Comprehensive Plan; however, is included in the joint County and City Fringe Area
Agreement in which the parcel is included as a secondary growth area. The secondary
growth area represent transitional areas between rural and urban development because of its
proximity to the primary growth areas and the ability to be served by city utility extensions and
their relationship to major transportation corridors. The subject property is within the
secondary growth area that would have to be served by a combination of gravity sewers and
lift stations.

Impact of Request on:
Utilities: The proposed development would utilize individual septic systems and shared
wells for water.
Traffic Patterns: The subject property is connected to John Deere Road which carries
approximately 2,800 vehicle trips a day based on 1~97 DOT counts.
Public Services: Existing public services are adequate to serve the site.
Environment: Staff does not anticipate any adverse impacts to the environment provided
septic systems are installed as per County standards, and erosion control is provided
during all phases of development.
Adjacent Properties: The continued development of this commercial area will increase
traffic on John Deere Road and raise ambient noise and light level in the surrounding
area.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted final plat of Ridgeway Park in Dubuque County along John
Deere Road is a continuation of an existing comrnemial development on the site of the former
drive-in theater. The subject property is zoned B-2 Highway Business District and the
submitted Final plat provides for the extension of Diesel Drive as a pdvate street.
The subject property is within two miles of the City of Dubuque and thus is being jointly
reviewed by the City and County of Dubuque. The property is also within the area covered by
the proposed County/City Fringe Area Agreement. The subject property is classified as a
secondary growth area. The applicant is building the street with 31-foot of paving with
concrete curb and gutter within a 66-foot of right-of-way easement. There are also adequate
easements provided for extension of water and sewer for future extension of City services to
the property. Storm water detention will also be provided on Lot 11.
The current property is subdivided into three parcels. The submitted final plat will provide for
the creation of 10 additional lots as shown in the attached final plat. Access from the lots will
be to Diesel Drive.
Planning staff= recommends that the submitted final plat of Ridgeway Park be approved as it is
in substantial compliance with the City of Dubuque Subdivision Regulations.

RESOLUTION NO. 34-04
RESOLUTION APPROVING THE FINAL PLAT OF RIDGEWAY PARK
SUBDIVISION IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a final plat of Ridgeway Park
Subdivision; and
Whereas, the final plat has been examined by the Zoning Advisory Commission
and has its approval endorsed thereon, with the waiver of Article IV, Design and
Improvement Standards of the Subdivision Regulations, except for Section 42-19.
Blocks and Lots and provision of a storm water detention basin; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Blocks
and Lots, and that a storm water detention basin be constructed and maintained as part
of Ridgeway Park Subdivision.
Section 2. That the final plat of Ridgeway Park Subdivision is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa, upon said final plat, provided the owners of
said property herein named, execute their written acceptance hereto attached
agreeing:
a)
To construct a storm water detention facility, in accordance witch
improvement plans signed on December 18, 2003 approved by the City
Engineer and with a Letter of Certification filed with the City Clerk of the
City of Dubuque from a professional engineer stating that th~detention
facility was constructed in accordance with said approved pi~ns prior to
two (2) years from the date of acceptance of this resolution

b)
To maintain the detention facility constructed as part of Ridgeway Park
Subdivision until such time as a property owners' association is formed
and is responsible for maintenance of the detention facility.
Section 3. That in the event Randy Hefel fails to execute the acceptance
within 180 days after the date of this Resolution, the provisions hereof shall be null and
void and the approval of the plat shall not be effective.
