Minutes Human Rights 12 8 03DUBUQUE HUMAN RIGHTS COMMISSION MINUTES OF December 8, 2003 Judy Giesen called the meeting of the D~buque Human Rights Commission to order at 4:17 p.m. on Monday, December 8, 2003, in Conference Room 2 at the City Hall Annex. Roll Call: Present: Absent: Staff: Evelyn Jackson Bill Ross Judy Giesen Raydora Drummer Vincent Vanden Huevel Penny Ehlinger LO ~' Chuck Ryan Lou Oswald ~ c_ Codne Murray Kelly Larson Approval of Minutes Carol Spinoso Commissioner Ross moved to approve the November 10, 2003 meeting minutes as submitted. Commissioner Ehlinger seconded. All in favor. Review Plan of Action for Established Goals 1) Welcoming New Residents - Raydora, Codne, Chuck Commissioner Ryan reported that the committee has expanded to include Sr. Jeanette and two representatives from the Hispanic community, Ruby Sutton, Kathy Williams, and Anthony Allen. Currently they are trying to establish a volunteer base. The next meeting is scheduled for January 13. 2) Human Rights in the Schools - Evelyn, Lou Commissioner Jackson stated that there will be a speaker addressing drugs and violence issues to the junior high and high school students, along with a workshop for parents on "How to talk to your kids." Commissioner Oswald distributed enrollment stats for the Dubuque Community School District. 3) Sexual Orientation - Bill, Judy, Vince Commissioner Ross reported that the committee met on November 29. They reviewed past history, and the committee's structure and format. At the next meeting on December 10t~' they will be refining plans and developing strategies. 4) Disability Awareness/Education - Penny, Lou Commissioner Oswald highlighted their experiences in surveying three area businesses for ADA compliance. The group will continue to work to create a concise evaluation tool so they can be more consistent with the process. Caseload Re__~__.~ Carol summarized the November Caseload Report- There were fifty-four intakes, three cases in backlog, ten cases in active investigation, no cases in mediation, five cases in administrative review, no cases in administrative law judge review, two cases in the public hearing process, four new cases were filed, and one case was closed. The~ case synopsis involves race discrimination in the area of employment. The Counci w~ll appoint four Commissioners on December 15 . pirector's Re~o~ Kelly provided a written report highlighting past and future initiatives. Kelly asked for suggestions for a title for a newsletter that staff is hoping to publish this year. The newsletter will focus particularly on fair housing issues. Ordinance Review - Article VI Kelly reviewed the Fair Housing previsions of the Human Rights Ordinance. Adiournment Commissioner Ross moved and Commissioner Vanden Huevel seconded to adjourn the meeting. All in favor.
