Chairperson Maloy called the meeting to order at 7 p.m. following staff assurance of compliance
with Iowa Open Meeting Law.

Community Partnership (cp2)
Visiting Nurses Association - Expenditure Extension
Aggie Tauke stated that the Visiting Nurses Association has requested an extension of
time to expend their cp2 grant until mid January 2004. She stated that they will have
expended the 25% requirement by December 31,2003. Commissioner Giesen moved
to approve the extension. CommissionerWainwdght seconded. Roll call. All present in
favor motion passed.
Public Hearing
FY 2005 Annual Action Plan
Community Development Block Grant (CDBG) Program
Commissioner Wainwright moved to open the public hearing. Commissioner Giesen
seconded. Roll call. All present in favor. Motion passed.
Aggie Tauke gave a brief overview of the proposed plan. She stated that a letter from
the Housing Commission has been forwarded for the Commission's review.
Commissioner Neustadt, who is the Housing Commission representative, stated that the
Housing Commission had voted 6-1 to recommend the CD Commission move the
proposed $19,500 from the Histodc District Signs to the Homeowner Rehab Program
which would have a greater direct impact on Iow-income families and facilitate additional
rehabilitation of housing. Aggie stated that the Homeowner Rehabilitation Program was
previously increased due to projected additional program income projected. The
Commission also recognized that the Trust Fund was not proposed to be funded.
Chris Olson from the Historic Preservation District Commission stated that the historic
signs would improve the appearance and distinguish the historic districts from other
parts of the city.
Linda McDonald questioned whether any housing program would be able to help
implement the Home Safety Program that the Agency on Aging is putting together.
David Harris requested that Linda contact him in this regard.
Commissioner Giesen moved to close the public hearing. Commissioner Pregler
seconded. Roll call. All present in favor. Motion passed.
Commissioner Neustadt moved to take $19,500 from Historic Signs, $20,500 from
Continency and $10,000 from Homeowner Rehab be moved to establish a $50,000
Trust Fund allocation. Commissioner Pregler seconded. Roll call. All present in favor.
Commissioner lsenhart questioned the historic preservation staff responsibilities and
requested future breakdown of funding.
Commissioner Oliver moved to approve the FY 2005 Annual Action Plan as amended
and forward it to the City Council for approval. Commissioner Giesen seconded. Roll
call. All present in favor. Motion passed.

The Commission concurred to schedule future meeting at 6:30 p.m. at the Carnegie
Stout Library Auditorium. A schedule of meeting dates was distributed. The
Commission requested that future public meetings be scheduled on regular meeting
dates if possible.
Commissioner Giesen stated that the Downtown Planning Committee would be meeting
Fdday, December 12, 2003 at Five Flags to present an overview of the downtown
comprehensive plan document. He requested that this be put on the January agenda to
request the Commission's endorsement and forward it to the City Manager.
Commissioner Oliver questioned if the Deer Management Food Program could provide
free deer tags to hunters as an incentive for participation. Staff will research.

There being no further business to come before the Commission, Commissioner Giesen
moved to adjourn. Commissioner Pregler seconded. Motion passed by voice vote.
