PRESENT:
Chairperson Chris Wand; Commission Members John Whalen, Chris
Olson, Terry Mozena, Mike Coty, Mary Loney Bichell, Jim Gibbs and
Dave Stuart; Staff Members Laura Carstens and Wally Wernimont.
ABSENT: None.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
CALL TO ORDER: The meeting was called to order by Chairperson Wand at 5:01 p.m.
MINUTES: Motion by Loney Bichell, seconded by Gibbs, to approve the minutes of the
December 18, 2003 meeting as written. Motion carried by the following vote: Aye- Olson,
Mozena, Coty, Loney Bichell, Gibbs, Stuart and Wand; Nay - None.
DESIGN REVIEW: Application of Ann & Pat Schroeder for a Certificate of
Appropriateness 1358 Locust Street for property located at 1358 Locust Street and
located in the Jackson Park Historic Preservation District.
Pat Schroeder was in attendance and presented his application. He noted the existing
location of the porch and the damage caused by the previous property owner's neglect.
Mr. Schroeder noted that he would replace the existing wood columns and handrailing
with colonial turn posts. He also noted he will repair the damaged fascia on the porch.
NOTE: Commissioner Whalen arrived at 5:05 p.m.
Staff Member Wernimont presented the staff report, noting the existing conditions and
materials of the front porch. Mr. Schroeder noted that the porch roof is composed of
galvanized metal with Yankee gutters. He indicated that the Yankee gutters have been
lined and are currently repaired to prevent further decay.
The Commission discussed that the porch was constructed in 1910 and that the
historical features should be retained. The Commission discussed that the porch
should be repaired when possible or feasible. Staff Member Wernimont noted that
there are capitals located on top of the posts that have been damaged. He indicated
that the capitals are composed of terra cotta, and that the property owner has had a
difficult time locating a replacement. The Commission discussed the possibility of

replicating the details in resin and having that attached to the existing terra cotta. The
Commission provided suggestions of using an albatron-molding compound The
Commission also discussed contacting Jerry Germaine about the possibility of
replicating a piece for the capital. The Commission also suggested contacting a
woodworker that could help make moldings for the pomh.
The Commission discussed the existing handrail and that it should be retained in
design and form. They noted that the top of the handrail should be rounded off in order
to help drain offwater and snow. The Commission also discussed replicating the
handrail and installing it on the north side of the stairs. The Commission noted that the
handrail shou Id be tied into the existing pier.
Motion by Mozena, seconded by Wand, to approve the work to be done to front porch
with the following conditions:
1)
Make the necessary repairs to the front porch that would result in no material
change;
2) allow the use of alternative material on-the capital and the column bases;
3) allow the wood steps to be replaced with concrete;
4)
install a handrail on the north side of the stairs that mimics the existing handrail
on the porch. The handrailing should be tied into the existing concrete pier and
recommend that 2" by 2" cedar spindles be used.
Motion carried by the following vote: Aye - Olson, Mozena, Coty, Loney Bichell, Gibbs,
Stuart, Whalen and Wand; Nay - None
DESIGN REVIEW: Application of Jeff Morton/John Whalen for a Certificate of
Appropriateness to install a widows walk on the roof of property located at 584 W. 11t~
Street and located in the W. 11th Street Historic Preservation District.
Commissioner Whalen removed himself from the table to present his application.
Mr. Whalen distributed photos of the existing roof entrance. He noted that he would
like to install a widow's walk around the top of the structure, and that the handrailing
would be composed of a double rail with spindles. He noted that the handrailing would
be painted black as to minimize its appearance.
The Commission noted that because of the roof hatch, that there may have been an
existing widow's walk located above.
Motion by Mozena, seconded by Wand, to approve the application as submitted.

Motion carried by the following vote: Aye - Olson, Mozena, Coty, Loney Bichell, Gibbs.
Stuart and Wand; Nay - None; Abstain - Whalen.
ITEMS FROM PUBLIC: Commissioner Mozena removed himself from the table.
Terry Mozena, 1036 W. 3~ Street, presented a photo of the existing windows located on a
pomh at the rear of his property. He noted that the area currently is being used as a thmc
season's room and that he is proposing to convert it into a four season's room. He noted
that the existing storm windows would be removed and new double-hung 4 over 4 true-
divided light aluminum wrapped windows would be installed. He noted that the window
design will match the same materials as the remaining windows in the house. He noted
that he wanted the Commission to know that he will be submitting an application for the
design.
Downtown Master Plan: The Commission discussed the request for support from the
Downtown Planning Committee regarding the Downtown Master Plan. The Commission
discussed that the proposed warehouse demolition district has been identified as an
industrial/loft area. They indicated that the Downtown Planning Committee and
consultants have identified the Warehouse Demolition District as having a strong influence
on the Downtown, even though it is outside the study boundaries.
Staff Member Carstens noted that the City Council had a work session on January 5t~. She
st
indicated that a public hearing has been set for January 21 for the Long Range Plannin_[~
Advisory Commission, and the City Council will also hold a public hearing on February 2TM.
The Commission discussed that they are in support of the Downtown Master Plan, and the
fact that it has identified the potential warehouse demolition district area as being
important to the downtown.
Motion by Coty, seconded by Loney Bichell, to send a letter to the City Council in support
of the Downtown Master Plan and have the chairperson attend the meeting. Motion
carried by the following vote: Aye -Whalen, Olson, Mozena, Coty, Loney Bichell, Gibbs,
Stuart and Wand; Nay - None.
ITEMS FROM COMMISSION:
Warehouse Demolition District: Chairperson Wand noted that staff and he are in the
process of generating a response to the Greater Dubuque Development Corporation letter
regarding the warehouse demolition district. The Commission discussed that Tim
McNamara has received approval for a conditional use permit in order to convert an
existing industrial warehouse building into residential loft apartments. They indicated that
this seems to meet the plan of the Downtown Master Plan as well as the protection of
these buildings for the warehouse demolition district. The Commission discussed placing
the warehouse demolition district on the February HPC agenda.

ITEMS FROM STAFF: Staff Member Wemimont reported on the Building Services
Department enforcements on current HPC issues. He noted that the Building Department
has issued a citation to the Richardson's for demolition by neglect. He also noted the
property owner of the old German Bank building has been working with Jerry Anderson
and is developing designs for the rehabilitation of the structure. The Commission
discussed that the old German Bank building should have some timelines set on it
because it has been allowed to stand exposed for over two years. The Commission
discussed that by the end of February the plans should be finalized and approved and
work should begin by March. The Commission also discussed that this should be the
same scenario for the Richardson's house*at 1163 Highland Place.
Motion by Mozena, seconded by Wand, to direct the Building Services Department to
inform Steve Althoff that the plans for the German Bank building should be completed by
the end of February and work should begin by March. Motion carried by the following vote:
Aye - Whalen, Olson, Mozena, Coty, Loney Bichell, Gibbs, Stuart and Wand; Nay -
None.
Revolvin,q Loan Fund: Staff Member Wernimont discussed the current balance 'n the
Revolving Loan Fund. He noted that the Overturfs, who received a $25,000 grant in
September 2001, have yet to expend any of the funds. He indicated that he would like to
receive direction from the Historic Preservation Commission regarding the funding that has
not been used. He noted that to date, there is $26,000 that has been generated by the
Revolving Loan Fund. He noted that the Lubbens have paid off their complete loan with
the sale of their home. He also noted that Ronnie McDonald is in the process of selling all
of his properties, and that he will be required to pay back the amount of money he has
received for the proposed addition.
The Commission discussed having a timeframe in regarding to expending the funding after
receiving approval.
NOTE: Commissioner Whalen left at 6:19 p.m.
The Commission discussed that funding, once approved, should be spent within one year
and work must be initiated within three months after approval. The Commission noted that
the Certificate of Appropriateness for the Overturfs expired over a year ago, and therefore
the Overturfs may need to re-apply for the funding. Commissioner Stuart offered to speak
with the Overturfs about the loan.
Motion by Mozena, seconded by Wand, to place a one-year time frame on the expenditure
of the funds from approval, and that work must be initiated within three months of approval.

Harlan Peterson Award: The Commission discussed that they should nominate the Center
for Dubuque History for the Harlan Peterson Award.
Motion by Mozena, seconded by Wand, to nominate the Center for Dubuque History for
the Harlan Peterson Award. Motion carried by the following vote: Aye - OIson, Mozena,
Coty, Loney Bichell, Gibbs, Stuart and Wand; Nay - None.
NOTE: Commissioner Olson left at 6:30 p.m.
Chairperson Wand discussed the possibility of having the Old Main Historic District
rezoned to C-5 in order tG eliminate the parking requirements. Staff Member Carstens
indicated that a meeting was held in 2003 with the existing property owners as to the
possibility of creating a C-5 District. She noted that at this time, no further action has been
taken due to a lack of consensus in support of C-5 zoning.
