Minutes_Cable Community Teleprogramming Commission 12 7 10MINUTES OF CABLE COMMUNITY TELEPROGRAMMING COMMISSION MEETING December 7, 2010 CITY HALL ANNEX — 2nd FLOOR CONFERENCE ROOM #2 MEMBERS PRESENT: Pauline Maloney, Sr. Carol Hoverman, Alan Vincent, Jennifer Tigges. MEMBERS ABSENT: George Herrig. Two seats are vacant on the Commission. OTHERS PRESENT: Mike Willis, University of Dubuque Tyler Tollefson, University of Dubuque Craig Nowack, City of Dubuque Ms. Tigges called the meeting to order at 4:05 p.m. Acceptance of the Agenda Upon a motion by Sr. Hoverman, seconded by Mr. Vincent, the agenda was accepted 4 - 0. Approval of the Minutes of the November 2, 2010, Meeting Upon a motion by Ms. Maloney, seconded by Mr. Vincent, the Minutes of the November 2, 2010, Meeting were approved 4 — 0. Access Equipment & Expenditures Mr. Willis and Mr. Tollefson from the University of Dubuque inquired about the availability of funding for equipment. Mr. Nowack explained how the Capital Grant for Access Equipment and Facilities works and offered to assist the University in coming up with a list of equipment once UD determines what programming it would like to produce. Ms. Tigges encouraged UD to produce programming for the access channels. Next the Commission considered a request from Dubuque Community Schools for $8055 for 45 flip cameras (15 cameras for each of the three middle schools) as part of the District's Digital Literacy program. No one from the District was present to discuss the application. Ms. Tigges expressed concerns about the quality of the cameras, the potential for them to disappear, and the amount of programming that would get produced via this grant. Mr. Vincent said the request seemed more to purchase supplies for classroom learning rather than to produce programming for the District's access channel. Mr. Vincent moved to deny the request. The motion was seconded by Ms. Maloney and approved 4 — 0. Mr. Nowack presented a request for $8600 for the City of Dubuque to purchase the programmable motion - controlled dolly component of the camBlock time lapse system. This component allows the camera to move along track as the camera pans, tilts, and shoots. Sr. Hoverman moved to award up to $8600 for the request. The motion was seconded by Mr. Vincent and approved 4 — 0. Mediacom Cable Report No one from Mediacom was present to provide a report. Sr. Hoverman asked to have Mediacom provide a program schedule for the public access channels that contains the names of the groups or individuals producing the program. Cable TV Report Mr. Nowack reported on various programs now in production at the City and that this morning's America's River Phase III campaign announcement will premiere tonight at 6:30 p.m. Adjournment Upon a motion by Sr. Hoverman, seconded by Mr. Vincent, the meeting was adjourned at 4:45 p.m. 1
