Whereas,
motor vehicle crashes continue to be the leading cause of death for
children age 2 to 14 and a third of children age 14 and under ride in the
wrong restraint type for their age and size; and
Whereas,
child safety seats reduce the risk of death in crashes by 71 percent for
infants and by 54 percent for toddlers (1 to 4 years old) in passenger cars;
and
Whereas,
children age 4 to 7 who use booster seats are 59 percent less likely to be
injured in a crash than children who were restrained only by a safety belt;
and
Whereas,
efforts of the Safe Kids of the Tri-States Chapter have increased proper
child passenger restraint use in the community; and
Whereas,
child safety advocates across the nation are working with the National
Highway Traffic Safety Administration to provide parents and caregivers
with information on child safety seats and booster seats and training on
proper child safety seat installation as part of Child Passenger Safety
Week;,
NOW, THEREFORE, I, TERRANCE E. DUGGAN, MAYOR OF THE CITY OF DUBUQUE,
DO HEREBY PROCLAIM THE WEEK OF FEBRUARY 8-14, 2004 AS:
"CHILD PASSENGER SAFETY WEEK"
IN DUBUQUE AND ENCOURAGE AWARENESS OF THE BENEFITS OF USING CHILD
SAFETY SEATS, BOOSTER SEATS AND SAFETY BELTS ON EVERY TRIP, EVERY
TIME.
IN WITNESS THEREOF, I have
