City Council, Special Session, Monday, January 26, 2004
Council met in special session at 6:30 P.M. in the Public Library Auditorium
Present: Mayor Duggan, Council Members Buol, Cline, Conners, Markham, Michalski,
Nicholson; City Manager Van Milligen, Corporation Counsel Lindahl.
Also present: Library Board President Tully, Board Members Shu batt, Smith Strom,
Tully, Avery, Library Director Henricks
Mayor Duggan read the call and stated this is a special session of the City Council called
for the purpose of meeting with the Carnegie Stout Public Library Board of Trustees.
The Library Director and Board President reviewed the proposed renovation plans for the
Library. The estimated cost of the project is $4.2 million and would require the addition of
a minimum of 2.5 FTE for staffing. Various funding alternatives were discussed, including
the possibility of an annual fund drive.
There was consensus by the Council that the project would need to be considered a
pdority of the City Council in order to compete with other City projects. Council also gave
direction that the Library Board would need to determine what the citizens want and to
build community support for the project.
The City Council requested that the Library Board keep them informed of what is going
on at the Library in a timely manner. The Board President responded that Council would

There being no further business, upon motion the special session adjourned at 7:33 p.m.
