Airport FY 04 CIP AdditionMEMORANDUM Januaw 27,2004 TO: FROM: SUBJECT: The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager Addition to the Airport FY04 Capital Improvement Project The Airport Commission and Airport Manager Andy Perry recommend City Council approval of the addition of three FY04 Capital Improvement Projects in the total amount of $30,000. The three projects are: (1) electrical upgrade in the Quonset Hangar; (2) large hangar door rehab in Quonset Hangar, and (3) hangar heater replacement in David Flying Service Hangar. The funds currentlY remain from prior IDOT projects and no local match would be required. I concur with the recommendation and respectfully request Mayor and City Council approval. Perry, A_A.E., Airport Manager Addifian to the Airport FY04 Capital Improvement Project Background: The Airport Commission and City Council approved a Capital Improvement Project addition in July 2003 to include a structural assessment on the large Quonset Hanger and old shop building built in 1952. The assessment was completed with 100% funding through the State of Iowa Vertical Infrastructure Program. Results from the structural assessment have upgraded our priority on two various subsequent projects to rectify NEC Code Violations and to rehab and expand the aircraft tail door opening on the hangar to safely accommodate large aircraft. Hangar heaters in Don David's Flying service hangar have deteriorated and currently we are having problems with replacement parts. Current IDOT Vertical Infrastructure funds may not be used for heating replacement systems however; due to funds remaining from a prior project that did include heating we are able to rectify Don David's Hangar with the IDOT funds. After that particular grant is closed there will be no more funding for heating re- habilitation. The heater would then have to be replaced with local funding. We currently have funds remaining from prior IDOT projects that will not interfere with current or future year funding. These projects will not require a local match.
