Westbrook Subdivision Sanitary Sewer Extension - Phase I
Sealed bids were received for the Westbrook Subdivision Sanitary Sewer Extension -
Phase I Project. Public Works Director Mike Koch recommends award of the contract to
the Iow bidder, Callahan Construction, Inc., in the amount of $127,141, which is 19.59%
under the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Westbrook Subdivision Sanitary Sewer Extension - Phase I
INTRODUCTION
The enclosed resolution provides for the award of the Westbrook Subdivision
Sanitary Sewer Extension - Phase I Project.
DISCUSSION
This project would extend approximately 4,325 feet of sanitary sewer to service
the 48 lots of Phase I of the Westbrook Subdivision, a 14.23-acre, owner-
occupied affordable housing subdivision along Seippel Road. Laterals will be
extended to all lots to service the individual properties within this development.
Also included in this project is the installation of 173 feet of 8" sanitary sewer pipe
to service a portion of the Dubuque Industrial Center West.
The project will be funded through the Sanitary Sewer Construction Fund. A
connection fee would be established for each lot and would be payable to the
City of Dubuque by the developer (Joel Callahan), successors, or assignees
upon the sale of each lot.
Sealed bids were received on January 22, 2004. A summary of the bids is as

I recommend that the contract be awarded to Callahan Construction, Inc. in the
amount of $127,141.00

RESOLUTION NO. 59-04
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 29th day of December, 2003, plans, specifications, form
of contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Westbrook Subdivision Sanitary Sewer Extension - Phase I project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

RESOLUTION NO. 60-04
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Westbrook Subdivision Sanitary Sewer Extension Project - Phase 1 pursuant to
R. esolution No. 15-04 and notice to bidders published in a newspaper published
in the City of Dubuque, Iowa on the 9th day of January, 2004.
Whereas, said sealed proposals were opened and read on the 22nd day of
January, 2004, and it has been determined that the bid of Callahan Construction,
Inc. of Dubuque, Iowa, in the amount of $127,141.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Callahan
Construction, Inc. and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
Passed, approved and adopted this 2nd day of February, 2004.
