Re: Property Tax Credits
Dear
I am writing to request your efforts to support funding the property tax credits to cities.
As you know, the impact of last year's cut in funding to local governments was
devastating to the City of Dubuque as it resulted in a reduction of $1,195,425 in revenue
or 3.54 percent of the general fund operating expense. Should the legislature choose to
reduce our state funding in FY '05, the impact would be significant. The loss of property
tax credits would represent an additional loss of revenue in the amount of $664,673.14.
The result would likely mean increased fees for existing services, reduction of services
and expenses through the elimination of city staff. I urge you to support funding the
property tax credits.
Please also oppose any efforts to modify Iowa Code Section 25B.7 as proposed in
HSB617 which would force local governments to absorb any shortfalls in funding these
credits.
I would further request that you support SF 2008 that restores the bank franchise fee to
cities and counties. This would restore $137,188 of needed funding to the City of
Dubuque.
I encourage you to consider the effects of last year's cuts on Iowa communities and not
take similar action in this year's state budget.
