The City Clerk's Office, City Hall, 50 W. 13th St., Dubuque, IA accepts application for any Board and/or Commission at any time, and that application stays active for one year from the date of receipt in the Clerk's Office.
At the appropriate regularly scheduled council meeting, applications will be submitted to the City Council for their review and applicants are encouraged to address the Council stating their reasons for wanting to serve on this particular commission. ARTICLE IV. COMMUNITY DEVELOP.
MENT ADVISORY COMMISSION
Sec. 15-46, Created; Composition:
There is hereby created a community develop"
ment advisory commission whose primary pur-
pose shall be to provide for citizen participation
in the development and evaluation of the city of
Dubuque's' community development block grant
("CDBG") program.
The commission shall comprise nine (9) mem-
bers; four (4) members shall be residents of
census tracts and block groúps where at least
fifty one percent (51%) of the residents are
low/moderate income persons as determined by
the United States department of commerce,
bureau of the census; four (4) members shall be
residents of the community at large; and one
member shall be that member of the housing
commission designated by the housing commis-
sion, (Ord. 83-92, 11-2-1992; Ord. 88-95, § 5,
12-18-1995, eff. 1-1-1996; Ord. 42-2003, § 1,
5-19-2003)
Sec. 15-47. Application And Appointment
Process:
The process of appointment to the commission
by the city council shall include at least the
following elements:
(1) Submission of an application form con-
taining the requested information on the
qualifications and expectations of the
applicant; and
(2) Notice to and an opportunity for the
general public to comment, in writing, on
the qualifications of each applicant; and

(3) A formal interview by the city council to
determine the applicant's qualifications
and ability to serve effectively on the
commission.
Individuals who, by their professional or
personal experience or interest, are knowledge-
able of the development needs of the community
at large and of low and moderate income per-
sons in particular shall be considered qualified
to serve on the commission, subject to city coun-
cil review and consideration of other applicable
information. (Ord. 83-92, 11-2-1992)
Sec, 15-48, Term; Filling Of Vacancies;
Compensation:
The term of office for a commission member
shall be three (3) years except as set forth be-
low.
The initial terms of the commission shall be
as follows:
(1) For each of the five (5) residents of the
five (5) census tracts with the lowest
median household income as determined
by the U.S. department of commerce,
bureau of the census; one shall be ap-
pointed for an initial term of one year,
two (2) shall be appointed for an initial
term of two (2) years; two (2) shall be
appointed for an initial term of three (3)
years.
(2) For the three (3) community at large
residents; one shall be appointed for an
initial term of one year, one shall be
appointed for an initial term of two (2)
years, and one shall be appointed for an
initial term of three (3) years.
(3) For the one member of the housing com-
mission designated by the housing com-
mission, the initial term shall be one
year.
A commission member may be removed at any
time with or without cause by a vote of two-
thirds ('/,) of all members of the city council.

A vacancy occurring on the commission
caused by resignation or otherwise, shall be
filled by appointment of the city council for the
remainder of the unexpired term.
Members of the commission shall serve with-
out compensation except for actual expenses,
which shall be subject to approval by the city
council. (Ord. 83-92, 11-2-1992)

General:
The commission shall have the following
duties 8lld responsibilities:
(1) To conduct public hearings in accord811ce
with the minimum standards established
in the CDBG program's citizen participa-
tion pl811 to ensure me811ingful citizen
input in the pl811ning, implementation
and assessment of the city's CDBG pro-
gram;
(2) To provide for 8lld encourage the partici-
pation of low 8lld moderate income per-
sons who reside in designated areas of
slum 8lld blight 8lld residents of low 8lld
moderate income neighborhoods, as de-
fined by the city council, in the pl811ning,
implementation and assessment of the
CDBG program;
(3) To identify community development
needs, particularly the needs of persons
of low 8lld moderate income;
(4) To serve in an advisory role upon the
request of the city council in policy deci-
sions regarding funding priorities 8lld
program development 8lld implementa-
tion;
(5) To monitor and evaluate program activi-
ties to advise whether identified commu-
nity development objectives have been
met;
(6) To undertake public information efforts
to educate the citizenry of the availabili-

ty of CDBG funded programs and to
provide for a greater understanding of
the City'9 community development ef-
forts;
(7) To assist in the preparation of the state-
ment of community development objec-
tives 8lld projected use of funds, amend-
ments thereto 8lld reqnired reports in-
cluding, but not limited to, the annual
gr811tee performance report (GPR) 8lld
the annual comprehensive housing assis-
tancestrategy (CRAS);
(8) To serve in an advisory role to the city
manager in the review of complaints and
griev811ces received in accordance with
the procedures established in section
15-52 of this article; and
(9) To support, upon request, the efforts of
the city council and other city commis-
sions in the assessment of the general
development needs of the community.

The city council shall have the authority to
establish or revise the priorities of the commis-
sion. (Ord. 83-92, 11-2-1992)
Sec. 15-50.
Duties And Responsibilities;
Grievance Procedure; Review
Standards; Appeal Process:
The commission shall participate in the fol-
lowing described grievance procedure estab-
lished by the city council for the community
development block grant program:
(1) All complaints regarding the community
development block grant (CDBG) pro-
gram shall be handled in accordance
with the following described grievance
procedure.

Any aggrieved person shall file a
grievance with the city ill811ager.
Grievances shall be filed in a timely
manner and must be received by the
city manager within one year of the
alleged occurrence.

(b) Purpose: The Housing Code Appeals Board
shall conduct hearings upon application by any
person aggrieved by a notice and order of the
Housing Officer isBued in connection with a
violation of the City of Dubuque residential
housing code or of any applicable rule or regula-
tion issued pursuant to the City of Dubuque
residential housing code. The Board shall also
review revised or additional definitions and
procedures submitted by the Housing Officer
and shall be empowered to adopt, reject or mod-
ify same.
(c) Membership; Terms OfOffiæ; Vacancies:

(1) The Housing Code Appeals Board shall

(7) personB who shall be appointed by the
City Council for terms of three (3) years.
All termB of office shall expire on Janu-
ary 11 in their respective years.
Reasonable efforts should be made to
obtain representation of both tenant and
landlord intereBts in the appointment
process.
(2) Upon completion of their term of office,
members shall continue to serve in their
full capacity until a successor has been
duly appointed.
(3) Vacancies on the Board caused by death,
resignation or other reason shall be
promptly filled by the City Council for
the unexpired term of office.
(4) The Board shall elect a chairperson and
vice chairperson from its members at the
first regular meeting of each year,
(5) Members of the Board Bhall be residents
of the City and may not be employed by
the City.

(d) Meetings:
(1) The Housing Code Appeals Board shall

meet at least quarterly and at such in-
tervals as necesBary in order to fulfill its
purpose,
(2) Members of the Board shall attend at
least two-thirds ('/3) of all regularly
scheduled and held meetings within a
twelve (12) month period, If any member
does not. attend such a prescribed num-
ber of meetings, it shall constitute
grounds for the Board to recommend to
the City Council that said member be
replaced. The attendance of all members
shall be entered upon the minutes of all
meetings.
(3) All meetings shall be held in confor-
mance with the proviBions of the Iowa
Open Meetings Law.
(4) The HOUBing Officer shall serve aB secre-
tary to the Board and shall render all
decisions and findings in writing to the
appellant.
(5) The Housing Officer shall file with the
City Council a copy of the minutes. of
each meeting of the Board within ten
(10) working days after each such meet-
ing.
(e) Internal Organization And Rules: The
Housing Code Appeals Board may adopt rules
and regulations to govern its organizational
procedures as it may deem necessary and which
are not in conflict with this Chapter or other
regulations of the City.
(f) Procedures For Operations: All administra-
tive, personnel, accounting, budgetary and pro-
curement policies of the City shall govern the
Housing Code Appeals Board in all of its opera-
tionB. (Ord. 26-89, § 2, 5-1-1989; Ord. 80-91,
§§ 1, 2, 10-21-1991; Ord, 71-94, § 5, 12-19-1994) .
