American Eagle was up 7.36% for the month of December 2003 compared to
December 2002. There were no charter passengers in December 2003. Total
revenue passengers are down 25.18% through December 2003 compared to last
year at this time. Total enplanements for 2003 are 38,599.

The Commission talked about the transient log compared to fuel sales. It seems
the number of transient sales seems somewhat lower, but this may be due to the
new check runner who purchases fuel at their own FBO. Staff will investigate
further and respond to the Commission within the week.

Andy explained the budget was doing well through December, the winter has been

mild and overtime, deicing and utility costs still remain within the budget.

The Commission was given the Airport budget book submitted to the City Council.
Doug Brotherton asked about personnel costs. There is a variance in the
individual salary increase percentage; most of the change comes in health
insurance costs. Other areas were estimated at 2% although the airport tried to
reduce line items less than the 2% when possible. Andy stated the self-sufficiency
percentage had increased from the budget presented to the Commission as staff
continued to explore areas to cut cost. The City Manager has asked the airport
not to replace the fuel truck in the FY05 budget. The engine will be replaced which
is estimated to be $15,000.
Andy told the Commission the airport recently retumed $151,500 from previously
approved Airport Capital Improvement Projects. A new parking lot will not be
constructed; the Industrial Park/Lagoon Study money with funding ties to Federal
Grants will be utilized to pay down the PFC debt owed the city and as a match for
one of the upcoming Federal Grants; and the PCI Study has become eligible for
Federal funding retuming approximately $14,500. This will free up previously
allocated funds enabling the City to utilize this money elsewhere.

The Airport currently has $17,500 in the FY04 Capital Improvement Budget.
Until recent legislation PCI projects were not AlP eligible. Staff has spoken with
the FAA and they are willing to fast track a new application for funding toperforrn
a comprehensive PCI for Dubuque. Only 5% of the total project estimated at
$3,000 will be needed of the current project. This $14,500 is part ofthe money
to be retumed to the City~

A planning advisory committee will take place on February 19, 2003. This is the
first of three meetings. The last one will be a public open forum.

Andy discussed several reasons why the airport may possibly need to be rezoned.
He has been in discussions with Anna O'Shea of the county and Laura Carstens
from the City. An idea is to have the airport zoning changed from agricultural to an
airport development zone, Which would allow multiple uses. Andy asked if the
Commission wished him to continue pursing this idea. Steve Accinelli Said he
thought is was a logical progression based on past discussions about the airport.

. Andy reported there were no taskforce meetings in December.
. The PFC application for Dubuque received the Final Authority Decision from
the FAA.
. The large hangar repairs discussed in December will be on the Council
agenda for February 2, 2004.
. The members of the State Aviation Advisory Council were announced and
both Andy Perry was selected joining Kevin Foley from UD on the Council.
. The National Air Service Conference on Feb 29 to March 2nd. Andy asked if
any Commissioners were interested as air service is the airport's highest
priority. This will be attended as City business.
. The travel agent party will be held on January 28th at the National
Mississippi River Museum and Aquarium.
. The Chamber Washington DC trip will be on Feb 4th -6th. The Commission
discussed other airport meetings they are scheduling outside of the main
group.
. The airport submitted their first reimbursement request in the amount of
$21,000 from the Small Community Grant.
. Staff felt the booth at the NBAA conference was successful with over 175
new contacts established.
. The restaurant RFP has had several inquiries and one with a serious
interest. Andy is working together with the SBA on this proposal to operate
the restaurant. It is assumed the airport will continue to help subsidize

some utilities and insurances as it has in the past in order to keep it
operational until daily flights increase the economic situation.

There was discussion regarding a report that the Midwest will be a target of growth
from companies on both coasts, which stresses need for technology and
transportation infrastructure in the Midwest. To encourage companies to move
from the coasts, they need to be able to do business with the same ease they
presently experience on the coasts. This means air connectivity.
John Markham moved to adjourn the meeting. This motion was seconded by
Doug Brotherton. AYES: All. NAYS: None. Meeting adjourned at 5:10p.m.
