POLICIES & FEES FOR INLINE HOCKEY RINKAT A-H PARK; VOTE PARK AND RECREATION COMMISSION MEETING Tuesday, February 10, 2004 4:30 p.m., in the Third Floor Auditorium, Carnegie-Stout Public Library Tom Blocklinger, Kim Daykin, Chuck Duggan, Paul Hoffmann and Karen Lyness Staff present: Gil Spence, John Hail, Pat Prevenas and Eileen Trimble Gary Harjehausen and Tom Schrobilgen It was moved by Blocklinger, seconded by Duggan, to approve the minutes of the January 13, 2004, meeting. The motion passed unanimously. Commissioners received a copy of Ms. Fuhrman's letter in their packet, which may be found as part of the original minutes. Ms. Fuhrman is unhappy with the lights at the new in-line hockey rink at Allison-Henderson Park. We will be purchasing reflectors to control spillage of light to the neighborhood area. !! was moved Qy DuQQan. seconded Qy Daykin. 19. receive and file the letter from Mary McAleece Fuhrman reQardinQ in-line hockev rink .ê! Allison- Henderson Park. The motion passed unanimouslv. Recreation Division Manager Pat Prevenas proposed changes and minor additions to the swim pool policies and procedures, swim pass policies, pool rules, severe weather procedure and pool and water playground rental agreements. Changes were made to clarify some items and to address problems in some areas. !! was moved Qy Davkin. seconded Qy Hoffmann. 19. revise pool policies and procedures as presented Qy staff. The motion passed unanimously. Mr. Spence told commissioners that the management agreement with Golf Professional, George Stephenson is the same as last year except for the difference in salary -- increase of 2.5%, which totals $59,758. !! was moved Qy DuQQan. seconded Qy BlocklinQer. 19. approve the manaqement aqreement with GeorQe Stephenson. The motion passed unanimously. The office is receiving requests to reserve the inline hockey rink in the summer, so fees and a set of policies/procedures were established. Staff is proposing rental fees of: Monday through Friday, $5.00 per hour from 8:00 a.m. to 4:00 p.m. and $10.00 per hour from 4:00 to 9:00 p.m.; Saturday and Sunday, $10.00 per hour from 8:00 a.m. to 9:00 p.m. Fee would not apply to the Dubuque Youth Hockey Association youth usage since they paid approximately $45,000 to purchase and install dasher boards. Staff recommends: reservations be taken for only two week nights; department programs have priority usage; no tournaments be scheduled at this time; no field lights be used for non-ice usage. Park Division Manager John Hail updated commissioners: ~ Mike Horsfall (gardener) has two retired volunteers and they have helped transplanted 2,600 Geraniums in the last week and one-half; the Arboretum donated seeds. ~ Staff has been working mostly on snow removal for the last two weeks. We get reimbursed for labor and equipment costs for the work we do at the parking ramps. ~ Flora and Allison-Henderson ice rinks have been open thirteen dates since the season started. Recreation Division Manager Pat Prevenas informed commissioners: ~ Our old policy was to open the pools the first Saturday after Memorial Day weekend and never had anything in writing about closing dates. Opening and closing dates were left off the new policy sheet; staff will propose dates to commission each year. ~ We would like to expand hours for water walking - previously had Flora open Monday through Friday from 8:00 to 9:00 a.m. and we would like to change that to 7:00 to 9:00 a.m. Both pools were open Saturday and Sunday at. noon and we would like to . open at 11 :00 a.m. ~ Therapeutic Recreation Valentine dance will be held Friday, February 13th, with a couple hundred participants. ~ New start smart basketball program had seventeen preschoolers and their parents registered. ~ AquaticlTherapeutic Supervisor Janna Beau was invited to attend IPRA Leadership Institute sponsored by Iowa Park and Recreation Association. ~ Chemical bids for golf course and parks will be sent outsoon. Budget hearing with City Council: Mr. Spence reminded commissioners that the budget hearing is February 23rd. After division managers finish their presentation, Mr. Spence will talk about the golf course project and possibly ask for a workshop with the Council for a more in-depth presentation. Recreation participation trends: Information commissioners received in their packet was in response to a request from last month's meeting. ...¡ The pool numbers jump around quite a bit; pool attendance is dependant on weather. ...¡ Adult athletics is on a downward trend but that is happening nationwide, we are not unique. ...¡ Most numbers in children's programs are pretty consistent. Boys' baseball and girls' softball numbers are way down but there are many more sports for youth to get involved in now than there was when these programs were il)itiated. ...¡ After school sports and therapeutic recreation numbers are pretty consistent! Registratio ns for recreation classes has gone up consistently. ...¡ CD Target numbers fluctuate, primarily due to changes in target areas. .
