This is a claim in which the claimant alleges that as she was traveling south on J.F.K.
Road, her vehicle was struck by a City of Dubuque snowplow, which was turning left
from Kennedy Circle onto J.F.K. Road.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
