Section 44-83(a)(2)-and 44-83(a)(3)g. Establishing Sewer Rates
INTRODUCTION: The purpose of this memorandum is to submit to you a copy of
the proposed ordinance changes and a recommendation that ordinance changes
anticipated for FY2005 take effect in FY2004, upon publication of the attached
resolution.
DISCUSSION: In our budget request for FY2005, we are requesting a 4% sewer
rate increase. The effect of the amendment changes, based upon the 4%
increase, is on the attached page. The ordinance changes would revise
paragraph (a)(2) and (a)(3)g. of Section 44-83 of the Code of Ordinances fixing
basic wastewater charges for residential, commercial and minor industrial users
at $1.71 per cct. .
During FY2004 we are experiencing a Sewer Fund operating revenue shortfall of
approximately $111,000. This is mainly due to sewer fee reductions of $60,000
from Quebecor as they now recycle their' water use, a 1 % decrease in water use
or $39,000 due to weather conditions; and Sewer Fund interest earnings down
by $12,000.
RECOMMENDATION: To offset the current year Sewer Fund shortfall, staff and I
recommending that the attached proposed ordinance changes be reviewed and
approved by you and the City Council at their March 3, 2004 council session. I
am also recommending that the 4% rate increase anticipated for FY2005 go into
effect in FY2004, upon publication of the resolution. .
Effect of Amendment
Section 44-83. Established:
(a) Commencing with all billings on and after July 1, 2004, contributors
whose property lies within the corporate limits of the City, except as
otherwise provided in this Division, shall pay to the City at the same
time payment for water services is made, a sewer service charge
computed on water consumption on the following rates:
(1) Basic Charges: The sewer rates and charges shall be based on the
quantity of water used on or in the property or premises. For all
customers utilizing sewer service, bills will be issued on estimated
consumption. For estimated billings, either on alternate months, or
when a reading on a water meter is no obtainable for any reason
consumption will be predicated on the monthly average of the past
usage for the metered account. For estimated bills issued for an
account in which historical data is not available, billing will be
predicated on the minimum charge and related consumption identified'
in subsection (a)(3)g of this Section for the size of the water meter in
service for the particular account.
(2) Schedule of Rates: Rates per each one hundred (100) cubic feet (old
$1.64)$1.71.
(3) Service Charge:

44-83 (a)(2) AND 44-83 (a)(3)g ESTABLISHING BASIC SEWER RATES FOR
RESIDENTIAL AND COMMERCIAL USERS.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THiE CITY
OF DUBUQUE, IOWA:
Section 1. Section 44-83 (a)(2) of the City of Dubuque Code of Ordinances is
amended to read as follows:
Section 44-83 (a)(2) Schedule of Rates:
Rates per each one hundred (100) cubic feet.....$1.71
Section 2. Section 44-83 (a)(3)g of the City of Dubuque Code èf Ordinances is
amended to read as follows:
