This is a claim in which the claimant alleges that as a Project Concern bus driver was
exiting the bus in attempt to aid a wheelchair-bound passenger onto the bus, the bus
driver accidentally pressed on the accelerator, causing the bus to move forward over the
sidewalk, striking and damaging the handrail in front of St. Columbkilles Church.
According to the report of Mark Munson, Transit Manager, after investigating this accident,
it was determined that the driver operating a City owned minibus, working under contract
for the City of Dubuque/Project Concern Program was responsible for the damage to the
handrail in front of St. Columbkilles Church.
It is therefore the recommendation of Mark Munson to approve this claim for the amount of
the submitted estimate of $895.00. The Legal Department concurs with this
recommendation.

I have investigated the accident involving theteaional Transit AuthõritY1bus
operator and have determined that the driver working under contract for the City
of Dubuque minibus and operating a City owned minibus was responsible for the
damage to the handrail in front of St. Columkiles Church.
I recommend payment of the claim in the amount of $895.00 for damages
incurred as a result of this accident.
