The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, reviewing the proposed single-family subdivision and access to the new phase from Cottingham Road. Staff reviewed that the subject subdivision is within two miles of the City's corporate boundary. The subdivision provides private streets built to City private street standards and will comply with City storm water detention requirements. There were no public comments. The Zoning Advisory Commission discussed the request, noting that storm water detention is being provided to City of Dubuque Standards. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple vote is needed for the City Council to approve the request. Subdivision Staff Report - Preliminary Plat of Cedar Crest Subdivision Page 2 Traffic Patterns: U.S. Highway 20 is a major state arterial añd carries approximately 15,300 average vehicle trips per day. Cottingham Road is a County-maintained road and carries approximately 220 average vehicle trips per day. Public Services: Public services such as police and fire protection will be provided by Dubuque County Sheriff and volunteer fire departments. Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control is provided during all phases of development, and that adequate storm water detention is provided. Adjacent Properties: Any adjacent properties will most likely be impacted by additional vehicle trips on Cottingham Road. Recommended Conditions on Plat: None. Staff Analysis: The submitted preliminary plat of Cedar Crest Subdivision represents the second phase of this development. The Zoning Advisory Commission reviewed the preliminary plat for the first phase of Cedar Crest Subdivision in December 2003. The property developer, Daniel Conrad, is now proposing a second phase to the subdivision that will provide 82 lots with additional private streets constructed to City of Dubuque Private Street Standards of 26-foot wide paving. The private streets will be located within a 66-foot private right-of-way. The subject property is within two miles of the city of Dubuque and is jointly reviewed by the City and County. The proposed subdivision will provide two accesses to Cottingham Road that will provide a second means of access to the subdivision. The current phase of Cedar Crest Subdivision has access to a frontage road that connects to UrS. Highway 20. The Zoning Advisory Commission reviewed the previous preliminary plat for Cedar Crest Subdivision and required that storm water detention be provided as the subdivision does drain toward the City of Dubuque. The second phase of Cedar Crest Subdivision also provides for a storm water detention basin. Once the property developer has submitted the final plat improvement plans, Engineering will again review the proposed detention area to ensure its compliance with City of Dubuque Standards for storm water control. The proposed subdivision will be served by a central well and utilize 6-inch water mains to distribute water throughout the subdivision. Individual septic systems will be constructed for each building lot. The submitteq preliminary plat of Cedar Crest Subdivision is in substantial compliance with City of Dubuque Subdivision Regulations and staff would recommend that the Zoning Advisory Commission approve the preliminary plat as submitted.
