Sealed proposals will be received at the Council Chamber, City Hall, by the City Recorder until 8:30 p. m., Monday, July 1st, 1907, for roofing the City Hall, rebuilding chimneys from roof up and for constructing new gutters, and spouting in accordance with specifica- tions now on file in the office of the City Recorder. EPORTS OF OFFICERS. 285 Mayor Schunk reported as follows: To the Honorable Council, City of Dubuque, Iowa: Dear Sirs: —In conformity with a law passed at the last session of the legis- lature, I have established a Police and Fire Commission to take effect and be- come operative July 1st, 1907. To the Honorable Council, City of Du- buque, Iowa: Dear Sirs: —The appointment of a Police and Fire Commission, and the consequent becoming operative of the new law regulating police and fire de- partment affairs has made vacant the position of Chief of Police. Therefore in compliance with the previsions of the new law, I have the honor to appoint that faithful and ef- ficient officer, James R. Pickley, Chief of Police of this city. H. A. To the Honorable Mayor and City Council, City of Dubuque: Gentlemen: —The undersigned, your recently appointed Board of Police and Fire Commissioners, would respectfully state to your honorable body that in the performance of our official duties the services of a clerk will be re- quired to keep a record of our pro- ceedings as the law requires, also to have charge of the correspondence, the receiving of applications for positions, the record of examinations and certify- ing of eligibles, the record of trials and such other matters as the duties of this board may require. Not knowing how much time and la- bor will be involved in transacting the business devolving on us, we are un- able to determine what salary to fix for the clerk, and would therefore ask the advice of your honorable body in this matter and have you to kindly fix the amount which in your judgment would be adequate compensation for such services. Hines the Board of Police and Fire Commissioners were allowed $2.00 per session for the pres- ent for a clerk, at the pleasure of the Council. Ald. Hines then moved that the matter of fixing the compensation of the clerk to the Police and Fire Com- missioners be referred to the commit- tee of the whole. Carried. Thomas, chairman of the com- mittee on public grounds and buildings, reported as follows: Your committee on public grounds and buildings, to whom was referred the bill of the Stampfer & Jaeggi Co. for $160.47 for carpet furnished for the council chamber, would respect- fully recommend that the charge for sewing and laying be deducted from said bill and that the same be allowed in full in the sum of $155.97, and that a warrant in said amount be ordered drawn on the City Treasurer to pay said bill. C. T. THOMAS, Chairman. Ald. Thomas moved the adoption of the report of the committee on public grounds and buildings. Carried. Ald. Hines, chairman of the delin- quent tax committee, reported as fol- lows: Your committee on delinquent taxes, to whom was referred the petition of Mary J. Corbett stating that she is the owner of lots 21 to 25 and 60 to 63 of Quigley's sub. through which property the city had purchased a strip of ground, about one -half acre in extent, for street purposes. That the valuation on said lots is excessive and that fur- thermore no reduction was made from the assessed valuation after the ac- quisition by the city of the above men- tioned one -half acre, and asking there- fore that the valuation on the aforesaid ,property be reduced and that the taxes on that portion of said property taken for street purposes be credited upon her taxes, would respectfully recom- mend that the valuation on said lots, exclusive of the street, be placed at $1,000.00, and that a credit amounting in the aggregate to $13.95, be allowed for the years, 1903 -4 -5 and 6 for that portion of said property taken for street purposes, and that the Treasurer be instructed to accept the suns of $3.45 in full settlement of the regular taxes of the petitioner. Hines, chairman of the commit- tee on streets, reported as follows: Your Committee on Streets, to whom was referred the bill of Street & Steuck for the improvement of Adams avenue from First avenue to Second avenue, would respectfully recommend that said bill be allowed and that the same be paid from the proceeds of the bonds to be issued to defray the cost of said improvement. Also your Committee on Streets would respectfully report that we have inspected the improvement on Adams avenue from First to Second avenues, Street and Steuck, contracts, and would recommend that said improve- ment be accepted and that the City Engineer be instructed to prepare a special assessment against the lots or parcels of real estate subject to assess- ment for said improvement and file the same in the office of the City Recorder who will thereupon publish the notice required by ordinance. Also your Committee on Streets would respectfully report that we have examined the storm water sewer in Twenty - second street from Jackson street to the Bee Branch sewer, M. Tschirgi & Son, contractors, and would recommend the acceptance of the same. Also your Committee on Streets, to whom was referred the petition of W. S. Johnson and Samuel A. Dear Sir -In pursuance with the in- structions given me by the City Coun- cil at their meeting June 20th request- ing me to give you a written opinion. as to the powers and duties of the Harbor Committee and Harbor \Master, I would respectfully say: The powers and duties of the Harbor Committee have not been specifically set forth in the Rules or Ordinances of_ the city. Their powers, therefore, are supervisory to the duties and powers of the Harbor Master relative to har- bors and public Landings of the City. The duties of the Harbor Master are quite fully set out in Chapter XX. off page 50 and 51 of the Revised Ordi- nances of the City of Dubuque. I da not know that I can state them more fully than they are set forth in this Ordinance. If there is any particular question upon which you wish an opinion, I will be glad to furnish it. The powers and duties as set forth in this Ordinance are not quite as full and broad as those that it may assume under its charter and the statutes of the state with regard to the further control and regulation of wharves, landings, harbors, house boats and boat houses within the city. Dear Sirs: —I return herewith un- signed, and hereby veto the contracts let for the brick paving of Tenth (10th), Twelfth (12th) and Fourteenth (14th) .streets. The contracts for brick paving of Ninth, Eleventh and Thirteenth streets and alley between Seventh and Ninth and Main and Locust streets I will sign when proper bonds have been fur - , nished and contracts regularly ap- proved by the City Attorney are pre - :sented to me. The reasons for the veto of the Tenth, 'Twelfth and Fourteenth street paving •contracts are, that these streets are in the plain in really good condition. and there being no immediate necessity for the improvement, I determined that for the present at least same could be postponed. The abutting property own- ers on Tenth street not only objected to the work at this time, but were unani- mously against, brick, many of them preferring asphalt paving. By omit- ting the three streets, I also felt that it would leave an opening in the main part of the city, to at some future time Put down some other kind of paving desired. I also most earnestly desire, and sin cerely hope that your honorable body will in the near future, experiment with our home materials, tar and macadam on a prominent street, that will fur nish us an adequate test of their merits for permanent street making.
