Notice to Building Contractors.
Sealed proposals will be received at
the Council Chamber, City Hall, by the
City Recorder until 8:30 p. m., Monday,
July 1st, 1907, for roofing the City Hall,
rebuilding chimneys from roof up and
for constructing new gutters, and
spouting in accordance with specifica-
tions now on file in the office of the
City Recorder.
On roofing the City Hall, bidders
must state the price for shingling and
also for prepared roofing.
The City Council reserves the rig ht
to reject any and all bids.

Gentlemen: —The undersigned, your
recently appointed Board of Police and
Fire Commissioners, would respectfully
state to your honorable body that in
the performance of our official duties
the services of a clerk will be re-
quired to keep a record of our pro-
ceedings as the law requires, also to
have charge of the correspondence, the
receiving of applications for positions,
the record of examinations and certify-
ing of eligibles, the record of trials and
such other matters as the duties of this
board may require.
Not knowing how much time and la-
bor will be involved in transacting the
business devolving on us, we are un-
able to determine what salary to fix for
the clerk, and would therefore ask the
advice of your honorable body in this
matter and have you to kindly fix the
amount which in your judgment would
be adequate compensation for such
services.

of Police and Fire Commissioners were
allowed $2.00 per session for the pres-
ent for a clerk, at the pleasure of the
Council.
Ald. Hines then moved that the
matter of fixing the compensation of
the clerk to the Police and Fire Com-
missioners be referred to the commit-
tee of the whole. Carried.

and buildings, to whom was referred
the bill of the Stampfer & Jaeggi Co.
for $160.47 for carpet furnished for
the council chamber, would respect-
fully recommend that the charge for
sewing and laying be deducted from
said bill and that the same be allowed
in full in the sum of $155.97, and that
a warrant in said amount be ordered
drawn on the City Treasurer to pay
said bill.

Ald. Thomas moved the adoption of
the report of the committee on public
grounds and buildings. Carried.
Ald. Hines, chairman of the delin-
quent tax committee, reported as fol-
lows:
Your committee on delinquent taxes,
to whom was referred the petition of
Mary J. Corbett stating that she is the
owner of lots 21 to 25 and 60 to 63 of
Quigley's sub. through which property
the city had purchased a strip of
ground, about one -half acre in extent,
for street purposes. That the valuation
on said lots is excessive and that fur-
thermore no reduction was made from
the assessed valuation after the ac-
quisition by the city of the above men-
tioned one -half acre, and asking there-
fore that the valuation on the aforesaid
,property be reduced and that the taxes
on that portion of said property taken
for street purposes be credited upon
her taxes, would respectfully recom-
mend that the valuation on said lots,
exclusive of the street, be placed at
$1,000.00, and that a credit amounting
in the aggregate to $13.95, be allowed
for the years, 1903 -4 -5 and 6 for that
portion of said property taken for
street purposes, and that the Treasurer
be instructed to accept the suns of $3.45
in full settlement of the regular taxes
of the petitioner.

was referred the bill of Street & Steuck
for the improvement of Adams avenue
from First avenue to Second avenue,
would respectfully recommend that
said bill be allowed and that the same
be paid from the proceeds of the bonds
to be issued to defray the cost of said
improvement.
Also your Committee on Streets
would respectfully report that we have
inspected the improvement on Adams
avenue from First to Second avenues,
Street and Steuck, contracts, and
would recommend that said improve-
ment be accepted and that the City
Engineer be instructed to prepare a
special assessment against the lots or
parcels of real estate subject to assess-
ment for said improvement and file the
same in the office of the City Recorder
who will thereupon publish the notice
required by ordinance.
Also your Committee on Streets
would respectfully report that we have
examined the storm water sewer in
Twenty - second street from Jackson
street to the Bee Branch sewer, M.
Tschirgi & Son, contractors, and would
recommend the acceptance of the same.
Also your Committee on Streets,
to whom was referred the petition of

asking the City Council to order a

the Board of Health, of the City of
Dubuque, Iowa, by virtue of the power
vested in it by section 1030, of the Code
of Iowa, of 1897, and Chapters XXV
and XXXIV (and amendments thereto)
of the Revised Ordinances of 1901, of
the City of Dubuque, Iowa, and an Or-
dinance entitled an Ordinance for car-
rying into effect certain Rules, Regula-
tions and provisions of the Board of
Health, of the City of Dubuque, Iowa,
and providing a penalty for violations
thereof, which took effect on the 25th
clay of March, 1907, that all the above
named property owners shall within
thirty days from the date of service of
notice of this order connect said prem-
ises with said sanitary sewer.

port that there is great need at the
present time of rigid examination be-
ing made of all meat and milk being
offered for local consumption, and we
would respectfully recommend to the
City Council that an Ordinance be
adopted providing for milk and meat
inspection.

to whom was referred the petition of
St. Joseph's College, stating that lot 1.
of the sub. of out lot 741 had been pur-
chased by it and was being used for
educational purposes and asking
therefore that the taxes on said lot be
canceled, would respectfully recom-
mend that the prayer of the petitioner
be granted and that the City Treasurer
be instructed to cancel the tax as-
sessed for 1906 against said lot.

to whom was referred the petition of
John A. Spear asking that the unused
portion of West Eighth street ling
between his lot line and the sidewalk
be vacated, would respectfully recom-
mend that said petition be received and

Dear Sir : -I have just received no-
tice from the City Recorder of the se-
lection of the various appraisers on
Bluff street change of grade, and the
appointment made by the City Council
, on the first of July.
I have my arrangements all made for
my summer vacation, and can not
change them. b leave Dubuque about
the 10th of July and return about the
1st of August. The city ordinance re-
quires that ten days' notice be given to
the abutters of the time and place of
the meeting of the appraisers to view
the premises. Such notice could not
possibly be within the time of my stay
in Dubuque. Then the report must be
made within 30 days from the time of
the appointment, and this report would
have to be made before my return from
my vacation. It would therefore be
impossible for me to act on the com-
mission as it now stands, and I would
be pleased to have you select some one
to take my place, or if that cannot be
done, have the matter passed until the
first August session of the Council,
when they can make the appointments
over again, first ascertaining that all
of the commission will be here to at-
tend to the business.

Dear Sir -In pursuance with the in-
structions given me by the City Coun-
cil at their meeting June 20th request-
ing me to give you a written opinion.
as to the powers and duties of the
Harbor Committee and Harbor \Master,
I would respectfully say:
The powers and duties of the Harbor
Committee have not been specifically
set forth in the Rules or Ordinances of_
the city. Their powers, therefore, are
supervisory to the duties and powers
of the Harbor Master relative to har-
bors and public Landings of the City.
The duties of the Harbor Master are
quite fully set out in Chapter XX. off
page 50 and 51 of the Revised Ordi-
nances of the City of Dubuque. I da
not know that I can state them more
fully than they are set forth in this
Ordinance. If there is any particular
question upon which you wish an
opinion, I will be glad to furnish it.
The powers and duties as set forth in
this Ordinance are not quite as full
and broad as those that it may assume
under its charter and the statutes of
the state with regard to the further
control and regulation of wharves,
landings, harbors, house boats and
boat houses within the city. I would
therefore recommend that the Ordi-

nances be amended so as to more fully
cover these points.

W. Lobdell who 'asks that the valuation
on lot 50 in Julia Langworthy's addi-
tion be reduced from $2,800 to $2.200,
would respectfully report that the
valuation on said lot was increased
from the latter to the former amount,
and through an oversight the petitioner
was not notified of the increase as re-
.quired by law, which oversight renders
said increase null and void. I would
:therefore recommend that your honor-
able body instruct the Treasurer to ac-
cept the taxes for the year 1906 on a
valuation of $2,200.

City Recorder Linehan presented
and read the printed notice, certified
to by the publisher, of the city coun-
cil's intention to improve the north
side of West Third street between
Booth and Nevada streets in front of
and abutting on Lot No. 14, Nairn's
Add., by laying down a cement side-
walk four feet wide. No remonstrance
being filed and no one in the room ob-
jecting to the construction of said side-
walk the notice was on motion re-
ceived and filed.
City Recorder Linehan also presented
and read the printed notice, certified
to by the publisher, of the council's in-
tention to improve the north side of
Julien avenue between Bluff and Rock
streets, in front of and abutting on Lot
1 of 1 of 5 of City Lot 654 and part of
City Lot 688, Lot 1, by laying a cement
sidewalk twelve feet wide. No remon-
strance being filed and no one in the
room objecting to the construction of
said sidewalk, the notice was on motion
received and filed.

Dear Sirs: —I return herewith un-
signed, and hereby veto the contracts
let for the brick paving of Tenth (10th),
Twelfth (12th) and Fourteenth (14th)
.streets.
The contracts for brick paving of
Ninth, Eleventh and Thirteenth streets
and alley between Seventh and Ninth
and Main and Locust streets I will
sign when proper bonds have been fur -
, nished and contracts regularly ap-
proved by the City Attorney are pre -
:sented to me.
The reasons for the veto of the Tenth,
'Twelfth and Fourteenth street paving
•contracts are, that these streets are in
the plain in really good condition. and
there being no immediate necessity for
the improvement, I determined that for
the present at least same could be
postponed. The abutting property own-
ers on Tenth street not only objected to
the work at this time, but were unani-
mously against, brick, many of them
preferring asphalt paving. By omit-
ting the three streets, I also felt that it
would leave an opening in the main
part of the city, to at some future time
Put down some other kind of paving
desired.
I also most earnestly desire, and sin
cerely hope that your honorable body
will in the near future, experiment with
our home materials, tar and macadam
on a prominent street, that will fur
nish us an adequate test of their merits
for permanent street making. It i

Ald. Thomas, chairman of the com-
mittee on public grounds and buildings,

painting the interior of scale house -
was awarded to J. N. Juergens.
Ald. Clancy moved that the commit-
tee room in the City Hall be given the
Fire and Police Commissioners for the
transaction of their official business -

Ald. Clancy moved that the compen-
sation of the police matrons be placed
at $60.00 per month in accordance with
the action of the 32nd general assembly
of Iowa in this matter. After much
discussion the matter of salary of po-
lice matrons was referred to the com-
mittee of the whole.
Ald. Clancy moved that flowers be •
placed in Grant park. Carried.
Permission was granted Mr. John
Steckel to address the Council in re-
gard to the grade of Washington street
between Eagle Point avenue and Sand-
ford street, so that the property own-
ers can lay sidewalks.
Ald. Clancy then n-oved that the
City Engineer be instructed to pre-
pare a grade on Washington street
between Eagle Point avenue and San-
ford street if not already established
by ordinance, so that grade can be es-
tablished by by ordinance and the
property owners enabled to lay side-
walks. Carried.
Ald. Thomas moved to adjourn to
Thursday evening, August 1st, 1907.

provement of the west side of Wash-
ington street between Lincoln and
Eagle Point avenue and in front of
the following described premises: Lot
Sub. 87 and 88 of L. H. Langworthy's•
Add., lot 3, in accordance with the
plans and specifications prepared by
the City Engineer and now on file ill'

It is estimated by the City En-
gineer that the said improvement will
require 26 lineal feet of cement side-
walk six feet wide on a foundation
of 12 inches of cinders.
The work to be paid for when said

by the ordinance relating to the con -
struction of sidewalks in the City of
