Discussion
Assistant Planner Wally Wemimont spoke in favor of the request to demolish the

and a portion of the building was removed when Hwy 151/61 was expanded. He noted
the building was surveyed in the Phase III Architectural/Historic Survey/Evaluation. He

no architectural or historical significance.
There were no public comments.

has no historical or architectural significance.
Recommendation

DEMOLITION STAFF REPORT
Meeting Date: February 18 , 2004
Property Address: 300 Iowa Street (United Rentals)
Property Owner: City of Dubuque
Applicant: City of Dubuque
Project: To demolish structure.
Demolition District: Downtown Neighborhood Landmark: No
Style: None Funding: No Date Built: 1900
Present Land Use: Vacant Existing Zoning: C-4
Physical Characteristics: The building is an unusual shape due to improvements to U.S.
Highway 151/61, The building is constructed of brick with a synthetic skin, concrete
block and steel. The building has a flat roof. This lot is adjacent to the 3rd Street
parking ramp.
Property History: According to City Assessor and building permit records this structure
was constructed in 1900 and used to be a two story brick building. In the 1980's, a
portion of the building was demolished in order to provide space for improvements to
U.S. Highway 151/61. The rear wall was angled in order to be parallel with the Central
Avenue on-ramp. Other alterations to building have occurred over the past century.
Staff Analysis: The City of Dubuque is proposing to demolish the structure in order to
provide additional parking space in the downtown. Historic Preservation Consultant Jim
Jacobsen identified this structure as having no architectural or historical significance in
2003.
The City Code provides for the Historic Preservation Commission to review the.
demolition request, and then to make a determination as to:
(1) whether the building has historic or architectural significance to the community, and
(2) whether denial of the proposed demolition would prevent the property owner from
earning a reasonable economic return.
If the HPC finds that one or the other of these criteria is not met, then the Commission
must recommend approval of the demolition request. If the HPC finds that both of these
criteria are met, then the Commission must recommend denial of the demolition
request. The Commission's recommendation goes on to the City Council for final
action.
