Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your
review.
Discussion
Associate Planner Kyle Kritz spoke in favor of the request, reviewing the need for
renaming the subject roadway.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that with future
redevelopment of the old Eagle Window and Door property, it was appropriate at this
time to rename the street.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City
Council approve the request.
A simple majority vote is needed for the City Council to approve the request.

Naming Elm Street from E. 9th Street to E. 11th Street
RE:
Lyle Whalen, who purchased the former Eagle Window and Door manufacturing
site between E. 9th Street and E. 11 th Street, has requested an address on the
roadway just east of the site.
The Iowa Department of Transportation (IDOT) purchased several properties
from E. 9th Street to E. 11th Street to construct the roadway at US 61/151. This
roadway is shown on the IDOT construction plans as the West 911 Connector.
This is not a suitable street name for addressing and emergency response.
The roadway is a physical extension of Elm Street from E. 9th Street to E. 11 th
Street, and so we are recommending that it be named Elm Street. IDOT has
concurred with this designation. E-911 Center Manager Sandi Hutchcroft has
reviewed the request and found it acceptable.
The enclosed Exhibit A prepared by the City Engineering Division shows the
location of the proposed Elm Street. An ordinance approving this street name is
enclosed as well.

AN ORDINANCE NAMING A ROADWAY DESIGNATED AS WEST 911
CONNECTOR FROM EAST 9TH STREET TO EAST 11 TH STREET TO ELM STREET
Whereas, the City Council desires to provide uniform and appropriate
addressing; and
Whereas, a roadway that was part of the reconstruction of U.S. 61/151 physically
connects to East 9th Street and East 11th Street and to Elm Street to the north; and
Whereas, the roadway was designated as West 911 Connector on plans of the
U.S. Highway 61/151 Freeway Project; and
Whereas, the City Council desires to name this roadway as Elm Street.
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That a roadway now designated as West 911 Connector from East
9th Street to East 11th Street be hereinafter named Elm Street.
Section 2. That the following parcels, as shown on Exhibit A, be hereinafter
named Elm Street:
