SUBJECT: Fiscal Year 2005 Fee Ordinances
I respectfully recommend City Council approval of two ordinances inadvertently left off
the March 3, 2004 budget public hearing agenda. The first ordinance amends the fire
sprinkler service charge by enacting a three percent fee increase, and the second
ordinance amends the parking meter fee schedule.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

AMENDING THE CITY OF DUBUQUE CODE OF ORDINANCES
SECTION 44-202 FIRE SPRINKLER SERVICE
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 44-202 of the City of Dubuque Code of Ordinances is
hereby amended to read as follows:
Section 44-202. Fire Sprinkler Service.
(a) Customers who have fire. sprinkler service shall be billed for this
service on monthly basis. The monthly charge shall be as follows:

SUBJECT: Rate Revision to Section 44-201 (a) and Section 44-202
INTRODUCTION
The purpose of this memorandum is to submit to you a copy of two proposed ordinance
changes for your review and approval. These ordinance changes would revise Section
44-201 (a) fixing water rates for residential and industrial use and Section 44-202 fire
sprinkler service.
DISCUSSION
It is being recommended in our budget request for FY '05 that a 3% rate increase be
implemented. The old and new rates are shown on the following pages.
RECOMMENDATION
Staff and I are recommending that the attached proposed ordinances be reviewed and
approved by the City Manager and City Council with an effective date of July 1, 2004.

AMENDING SECTION 32-337 OF THE CITY OF DUBUQUE CODE OF
ORDINANCES PARKING METERS FEE SCHEDULE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE. IOWA:
Section 1. Section 32-337 of the City of Dubuque Code of Ordinances in
amended to read as follows:
Sec. 32-337. Fee Schedule.
Subject to the limitations provided in this division, parking meters, when installed and
properly operated, shall show legal parking upon and after deposit of United States
coins in accordance with the following schedule:
(1) One hour parking meters shall show legal parking for fifty cents ($0.50) per hour,
but not more than a total of sixty (60) minutes at anyone time.
(2) Two (2) hour parking meters shall show legal parking for fifty cents ($0.50) per
hour, but not more than a total of one hundred twenty (120) minutes at anyone time.
(3) Four (4) hour parking meters shall show legal parking for fifty cents ($0.50)per
hour, but not more than a total of four (4) hours at anyone time.
(4) Ten (10) hour parking meters shall show legal parking for twenty five cents
($0.25) per hour, but not more than a total of ten (10) hours at anyone time.
(5) Twenty (20) minute parking meters shall show legal parking for seventy-five
cents ($0.75) per hour, but not more than a total of twenty (20) minutes at anyone time.
Section 2. This ordinance shall take effect July 1, 2004.
