meeting to order at 4:01 pm.

Review and Certification of Minutes of 28 September 2010 Commission Meeting
Commissioner Root moved to approve the minutes. Commissioner Sutton seconded.
Commissioners Culbertson, Kapler and McAllister abstained. All others present in favor.
Motion passed.
Old Business
Appointment of liaison to Community Development Commission
Commissioners were reminded that at the September meeting Commissioner Woods stated he
would like to be the liaison for the Community Development Commission. Commissioner Root
motioned to approve the appointment. Commissioner Sutton seconded. All present in favor.
Motion passed.
Update: Circles coach hire
David shared that interviews for the part-time Circles coach position had concluded and staff was
preparing to offer the position to a candidate.
Vacancies
David reminded the Commissioners that there are still two open seats on the Housing
Commission.
New Business
HUD audit of HPRP homeless assistance program and Department response
The Commissioners received a copy of the HUD audit of HPRP homeless assistance program
and the Department response for informational purposes only.
Amendment to HPRP program administrative plan with Project Concern
David explained that this amendment is in response to the HUD audit. The proposed amendment
would include adding moving cost assistance and motel and hotel vouchers to the Rapid Re-
Housing Program. The amendment would also further clarify the review process by the Housing
and Community Development Department. Commissioner Holz motioned to approve the
amendments. Commissioner Root seconded. All present in favor. Motion passed.
Presentation: Bridges Initiative. Carroll Clark and Erica Haugen, FSS Coordinators
Carroll and Erica presented information to the Commissioners about the Bridges Initiative.
Including Bridges Out of Poverty, Getting Ahead in a Just Gettin' By World and Circles.
HUD concerns regarding reduction in housing vouchers
David explained that the HUD regional office has concerns regarding the reduction in housing
vouchers and staff is anticipating a formal inquiry.
Section 8 Program satisfaction survey
David shared that staff is interested in sending a survey to landlords, participants and community
agencies to find out their satisfaction with the Section 8 program. Surveys will first be sent to the
landlords.
SEMAP rating
David stated that Janet and her staff earned a 100% score for the 8 year in a row.
Information Sharing
Complaints Received
Commissioners received a summary of the complaints the Housing Department has received
since the last meeting.
Newsletter
The Commissioners received a news article from the National League of Cities and from the
Journal of Housing & Community Development for informational purposes.
Adjournment
There being no further business to come before the Commission, the meeting adjourned at
5:08pm.
