RE: Iowa Smart Planning Bill and Related Funding
Dear Mayor and City Council Members:
The Long Range Planning Advisory Commission has reviewed the Iowa Smart Planning
bill and related funding.
The Iowa Smart Planning bill currently threatened with current legislation The Iowa
Smart Planning bill does not mandate how communities should grow; rather, it requires
that communities and state agencies consider Smart Planning Principles when planning
for the future and provides guidance concerning important elements local plans should
include. The Commission notes that many of the Smart Planning Principles outlined in
the Smart Planning bill are incorporated in the 2008 Dubuque Comprehensive Plan.
The Iowa Smart Planning Local Comprehensive Planning Grant Program is designed to
assist local governments in the development of new or updated comprehensive plans. A
joint grant agreement funded by this program is in place to update the comprehensive
plans for a consortium consisting of Dubuque County, the City of Dubuque, and six
small cities with comprehensive plans -- Peosta, Asbury, Dyersville, Farley, Epworth,
and Cascade — by incorporating the Sustainable Dubuque plan. The current bill to
rescind the Iowa Smart Planning bill legislation could affect the project if it is approved.
The Long Range Planning Advisory Commission supports the Iowa Smart Planning Bill
and related funding, and urges the City Council to do the same.
