City Engineer Gus Psihoyos recommends approval of the plat of Lot 1 and Lot A of Bee
Branch Subdivision No. 2 in the City of Dubuque, Dubuque County, Iowa.
This plating is in response to the requirement to prepare an American Land Title
Association survey on the lower Bee Branch for the Iowa Finance Authority. A portion
of the existing 16 Street detention basin is located on a parcel that was not replatted
after dredging operations created Kerper Boulevard and the surrounding Kerper
Industrial Park. As the industrial area developed, Kerper Boulevard was platted except
for a segment between 12 Street and 16 Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This platting is in response to the requirement to prepare an American Land Title
Association (ALTA) survey on the lower Bee Branch for the Iowa Finance Authority. The
platting of Kerper Boulevard between 12 Street and 16 Street has been prepared by
IIW Engineers & Surveyors, PC in conjunction with obtaining a better legal description
for the unplatted lands in the area of the 16 Street detention basin and establishing an
official right -of -way for Kerper Boulevard.

A portion of the existing 16 Street detention basin is located on a parcel that was not
replatted after dredging operations created Kerper Boulevard and the surrounding
Kerper Industrial Park. As the industrial area developed, Kerper Boulevard was platted
except for a segment between 12 Street and 16 Street. The requirement to prepare
an ALTA survey for the Iowa Finance Authority, which provided for the Bee Branch
improvements, necessitated platting of Kerper Boulevard between 12 Street and 16
Street. This plat will also create a lot and legal description for the remainder of the
detention basin west of Kerper which will be further subdivided for the proposed
development south of 16 Street when construction is complete.
The right -of -way for Kerper Boulevard was established 5 feet east of the east curb and
12 feet west of the west curb. This results in a 75 -foot wide right -of -way on the southerly
half and widens to approximately 94 feet at 16 Street which also jogs around the
existing bike /hike trail. The right -of -way will be designated as Lot A and the remainder of
the detention area as Lot 1 in Bee Branch Subdivision No. 2. Existing easements for
transmission lines are shown on the plat.
RECOMMENDATION
I would recommend that the plat of Lot 1 and Lot A of Bee Branch Subdivision No. 2 in
the City of Dubuque, Dubuque County, Iowa, be approved.
ACTION TO BE TAKEN
The recommendation of the City Manager approving the plat of Lot 1 and Lot A of Bee
Branch Subdivision No. 2 in the City of Dubuque, Dubuque County, Iowa, be approved
through the adoption of the enclosed resolution.

Whereas, there has been presented to the City Council of the City of Dubuque,
Iowa, a plat dated the 19th day of January, 2011, prepared by IIW Engineers &
Surveyors, PC, describing Lot 1 and Lot A of Bee Branch Subdivision No. 2 in the City of
Dubuque, Dubuque County, Iowa; and
Whereas, said plat conforms to the laws and statutes pertaining thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the plat of Lot 1 and Lot A of Bee Branch Subdivision No. 2
