City Engineer Gus Psihoyos recommends removal of the two -hour parking on James
Street, east side, from Mazzuchelli Heights to West 3 Street. The resident at 256
James Street was recently approved for an on- street disabled parking stall, and if the
two -hour restriction is not removed, it would apply to this stall.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memorandum is to seek approval on the removal of two -hour parking on James Street, east
side, from Mazzuchelli Heights to West 3 Street. The resident at 256 James Street is requesting
that the two -hour parking restriction be removed to enable him to utilize a reserved disable space for
which he has been approved.
Originally James Street was a corridor that had single- and multiple - family residences. However, in
the past several years, the area has changed to one multiple - family residence, one - single family
residence, and three vacant lots owned by Mercy Health Center.
James Street, east side, from Mazzuchelli Heights to West 3 Street, is currently designated as a
two -hour parking time zone from 9 AM to 6 PM, except Sundays and holidays.
DISCUSSION
The resident at 256 James Street was recently approved for an on- street disabled parking stall. (Note
attached letter.) Since the two -hour parking restriction on James Street applies to the disabled
parking space, the resident at 256 James Street is requesting the removal of the two -hour restriction.
Approvals have been received for the removal of the two -hour parking restriction from Mercy Health
Center, the property owner on the corner of James Street and West 3 Street, and the property
owner where the resident with the disability resides. The Engineering Department also concurs with
the removal of the two -hour parking restriction. (Note attachments.)
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance to remove two -hour parking on James
Street, east side, from Mazzuchelli Heights to West 3 Street.

AN ORDINANCE AMENDING SECTION 9- 14- 321.602(c) OF THE CODE OF
ORDINANCES OF THE CITY OF DUBUQUE, IOWA, PROVIDING FOR TWO -HOUR
PARKING BY DELETING JAMES STREET, EAST SIDE, FROM MAZZUCHELLI
HEIGHTS TO WEST 3 RD STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the "Code of Ordinances of the City of Dubuque, Iowa, be
amended by deleting James Street, east side, from Mazzuchelli Heights to West 3rd
Street from Subsection of Section 9 -14- 321.602 thereof as follows:
"Sec. 9 -14- 321.602: Parking Prohibited on Designated Streets or Portions
Thereof ":
(c) Time Zones Designated.
Two -Hour Time Zones:
James Street, east side, from Mazzuchelli Heights to West 3 Street
Passed, approved, and adopted this 7 th day of February, 2011.
