LONG RANGE PLANNING ADVISORY COMMISSION
Wednesday, March 17, 2004

Chairperson Dave Rusk; Commissioners Rick Stein, Mike Portzen and Roy Buol;
Staff Member, Elizabeth Conlon.
ABSENT:
Commissioners Charles Winterwood, Mary Lynn Neumeister and Floyd Schneider.
CALL TO ORDER: The meeting was called to order at 7:01 p.m.
CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that
the meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Stein, seconded by Portzen, to approve the minutes of February 18, 2004,
as submitted. Motion passed unanimously.
ACTION ITEM:
Meraer of Downtown Dubuaue & Ice Harbor Urban Renewal Districts: Pamela Myhre, Associate
Planner in the Economic Development Department, reviewed the proposal for the Urban Renewal
Plan for the Greater Downtown Urban Renewal District, which merges the existing Plans for the
Downtown Dubuque and Ice Harbor Urban Renewal Districts.
There were no public comments.
The Commission discussed the request. The Commission found the proposed Plan would be in
conformity with the City's Comprehensive Plan.
Motion by Stein, seconded by Portzen that the Commission finds the proposal is consistent with
the Comprehensive Plan and recommends adoption. Motion carried unanimously.

Downtown Plannina Committee: No report.
Enterprise Zone Commission: No report.
Bee Branch Stormwater Committee: No report.
Motion by Portzen, seconded by Stein, to accept the minutes, memos, letters, and notes from all
of the Committees. Motion carried unanimously.
ADJOURNMENT: The meeting was adjourned at 7:11 p.m.
