Advised institutions have installed fire alarm devices at additional cost and to now instill a sprinkler system would be most expensive. Advised if they were required to install sprinklerSystem,it would also mean the additional cost for installation of new Water Service lines plus the estimated cost of $100,000. for installation of sprinkler in Nativity Church and School: Their budget would not be able to handie the additional cost. Mr. Gerald Flores of Mercy Health Center advised all of Mercy buildings are now fire resistant: Additional cost for sprinkler would be half a million dollars. Their school has 10 to 12 fire escapes and it now takes 1 minute and 20 seconds to evacute school. Bob Frommelt for Resurrection Parish and Frommelt Industries ob- jected to Ordinance and its require- ments. Mel Graves of Finley Hospital stated all their buildings are fire resistive: Would cost Finley $200,000. to cover areas that are not presently protected. Rev. Funke told of converstaion had with Automntic Sprinkler Systems of Americal stating that new construction would cost $1.00 sq. ft.-Old construction $1.50 sq. ft. - plus $35.00 per lineal foot from street of building for water main plus $35.00 for street repairs. Takes fire to set off sprinkler system - Smoke detectors heat detectors and more exits are more corrective measures. Dr. Pasquala of Loras College advised the cost of installation does not include painting, and escalating water bill. Rev. John O'Connor Wahlert High Sehool advised costs for Wahlert Higb School would be in excess of $300,000 and the House would be $200,000. - Almost impossible to install. Joe Hebel of Xavier Hospital advised they had already expended $110,000. 101' fire detectors and Sprinkler System would cost additional $200,000. Wartburg College representative stated it would cost them at least $150,000. and pleaded Council to delay passing Ordinance. Clifford Less of Dubuque Packing Co. advised tbey meet all U.S.D.A. require- ments at present time. Gordie Mills objected to grandfather clanse in Ordinance: Of opinion eacb building should be analyzed on its own merits. Most hospitals and nursing homes bave smoke and fire detectors. Sr. Mary Rita of Mt. Carmel advised they had installed fire protection sys- tem 3 years ago and spent $125,000. - 11 would cost an additional $200,000. for sprinkler system and $4,000. for leak- age insurance. Sec. 35-27. Doration. The partWl exemption shall be avail- able until such time as this ordimnce is repenled by the City Council of the City of Dubuque, Iowa. Sec. 35-28. AmonntofExemption. The actuol value ndded to iOOWltriol real estate for the reasons specified in this Article is eligible to receive a partial exemption from taxation for a period of five (5) years. 'Actuol value added' as Wled in this Article means the actuol value added as of the first of the year for which the exemption is re- ceived, except that actuol value added by improvements to =hinery aOO equi¡mwnt means the actuol value as determined by the assessor as of Januory first of each year for which the exemption is received. The amount of actuol value ndded which is eligible to be exempt from taxation shall be as foUows: (a) for the first year, seventy-five percent. I b) for the secami year, sixty percent. (c) For the third year, farly-five percent. (d) For the fourth year, thirty per- cent. ( e ) For the fifth year, fifteen percent. However, the granting of the exemp- tion uOOer this section for new con- struction constituting complete repla£e- ment of an existing building or struc- --_._.~ ture shall not result in the assessed value of the industrial real estate being reduced below the assessed value of the IOOWltriol real estate before the start of the new construction ndded. Sec. 35-30. Application. An application shall be filed for each project resulting in actuol value added for which an exemption is claimed. The application for exemption shall be filed by the owner of the property with the local assessor by February first of the assessment year in which the val",e ndded is first assessed for taxation. Applications for exemption shall be rn.ade on forms prescribed by the director of revenue aOO shall contoin inforrootion pertaining to the mture of the improvement, its cost aOO other inforrootion deemed necessary by the director ofrevenue. A person may submit a proposal to the Oity Council of the City to receive prior approval for eligibility for a tax exemption on new construction. The City Counci" by ordtwnce, may give its prior approval of a tax exemption for new construction if the new construc- tion is in conformance with the zoning plans for theOity. The prior approval shall also be subject to the hearing requirements of this Article. Such prior approval s/wJ1 not entitle the owner to exemption from taxation until the new construction has been completed aOO fouOO to be quolified real estate. However, if the tax exemption for new construction is not approved, the person may submit an amended proposal to the City Council to approve or reject. Sec. 35-31. Repeal. When in the opinion of the Oity Council continuotion of the exemption granted in this Article ceases to be of benefit to the Oity, the City Cou.ncil may repeal this ordtwnce, but all existing exemptions s/wJ1 continue until their expiration. Sec. 35-32. Limitation on Tax Ex- emptions. A property tax exemption under this Article shall not be granted if the property for which the exemption is claimed has received any other property tax exemption authorized by law." Section 2.
