PROCLAMATION
WHEREAS, America is the land of freedom, preserved and protected willingly
and freely by citizen soldiers; and
WHEREAS, millions of military men and women have made the ultimate sacrifice
to preserve our freedom. The red poppy has been designated as a
symbol of sacrifice of lives in all wars and has been the symbolic
flower of Memorial Day since its first distribution in 1922; and
WHEREAS, the Veterans of Foreign Wars maintains a nation-wide system of
Veterans' Service Officers trained to help veterans obtain "veterans
benefits", and to assist disabled and needy veterans and the
widows and children of deceased veterans; and}
WHEREAS, VFW "Buddy" Poppies are assembled by disabled veterans in
hospitals throughout the United States. Funds raised through the
"Buddy" Poppy Campaign by VFW Posts and Auxiliaries are used
exclusively for aid to veterans and their dependents; and
WHEREAS, volunteers contribute considerable time and effort annually
conducting the distribution of the VFW "Buddy" Poppy; and
NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF
DUBUQUE, IOWA DO HEREBY PROCLAIM SATURDAY, MAY 1, 2004 AS:
"POppy DA Y"
IN THE CITY OF DUBUQUE, IA AND ASK THAT ALL CITIZENS PAY TRIBUTE TO
THOSE WHO HAVE MADE THE ULTIMATE SACRIFICE IN THE NAME OF
FREEDOM BY WEARING THE MEMORIAL POppy ON THIS DAY.
IN WITNESS THEREOF, I have
hereunto set my hand and caused the
Great Seal of the City of Dubuque,
Iowa to be affixed this 5th day of
April, 2004.
