PROCLAMA TION
WHEREAS, the strength of our Nation, and all of its States And Cities, flows from
the promise of individual equality and freedom of choice; and
WHEREAS,
April, 2004 is the 36th anniversary of the passage of Title VIII of the
Civil Rights Act of 1968, as amended, better known as the "fair
housing act", which declares that discrimination in the sale, rental or
financing of housing based on race, color, religion, sex, national
origin, familial status or disability is unlawful; and
WHEREAS,
shelter is a basic human need, and the qualitY of human life is
greatly diminished when people suffer discrimination because of
such irrelevant factors as their race, color, religion, sex, national
origin, familial status, or disability-making it essential that America,
the state of Iowa and the city of Dubuque be rededicated to the
policy that housing be available to all persons on the basis of
equality and fairness.
NOW THEREFORE, I, TERRANCE M. DUGGAN. MAYOR OF THE CITY OF
DUBUQUE, DO HEREBY PROCLAIM THE MONTH OF APRIL, 2004 AS
"FAIR HOUSING MONTH"
IN DUBUQUE IOWA, AND URGE RESIDENTS TO SUPPORT AND ENDORSE THE
PRACTICE AND POLICY OF FAIR HOUSING AND REAFFIRM THE COMMITME~T
TO FAIR HOUSING OPPORTUNITIES FOR ALL.
