Police Chief ì'ÇL> Re: Target Grant Application INTRODUCTION: The purpose of this memorandum is to seek approval of a small grant application sponsored by Target Corporation. Our application requests the purchase of a Community Policing laptop computer. We received the grant application on Monday, March 22, 2004 with a due date of March 31, 2004. BACKGROUND: On Monday, March 22, 2004, I received a grant application from Todd Jackson, Assets Protection Team Leader for Target, regarding a law enforcement grant available through the Target Corporation. The purpose of the grant is to provide financial assistance to law enforcement agencies in communities where Target stores are located. The grant program supports Target Corporation Assets Protection and law enforcement in providing a safe environment and methods to eliminate theft and fraud and reduce crime. The grant application is due Wednesday, March 31, 2004. My intent is to submit the grant application noting final City approval is pending. DISCUSSION: The grant application requires the submission of a one-page request on departmental letterhead. Of the three funding categories, we are interested in pursuing grant funding for the purchase of a laptop computer for the Community Oriented Policing (COP) program. Currently, the COP officers share one desktop computer. Through the addition of a dedicated laptop computer, the Community Policing Unit increases computer availability, portability and flexibility for field data collection, records research and use with PowerPoint software for community presentations. RECOMMENDATION: Although we received short notice regarding the grant availability, I believe the grant would be of benefit to the Community Oriented Policing program and will submit the grant application noting final City approval on the grant application. On behalf the of the Dubuque Police Department we would appreciate the opportunity to apply for grant funding for the purchase of a laptop computer for our Community Oriented Policing (COP) Unit. Currently, our Community Policing officers share one desktop computer and our request would add a portable laptop computer for their use as they travel to the various community groups. For the past nine years the Community Policing Unit has been in formal existence. The unit works closely with neighborhoods, landlords, area businesses, city departments, and community groups in the development of intervention and prevention strategies as partners for the prevention and reduction of crime. Critical to these strategies is collecting, analyzing, and disseminating vital crime characteristics and statistics and sharing the information as a basis for the development of new ideas and initiatives. Past initiatives include elderly protection, theft and robbery prevention, mental health intervention, sexual assault prevention, alcohol awareness and neighborhood safety. Through the addition of a dedicated laptop computer, the Community Policing Unit increases computer availability, portability and flexibility for field data collection, records research and use with PowerPoint software for community presentations. Having this additional resource strengthens our community presence and aids our partnership building with community members. As part of the City requirements for submitting grant applications, the application has been submitted to the City for approval. I anticipate a decision within two weeks.
