SUBJECT: Parking Meter Ordinance - 40 Minute
Over the past several months, the City has been contacted by the business owners in
the 700 block of Main Street indicating they would like a 40 minute meter time zone to
assist their businesses in serving their customers. The current ordinance does not
authorize the 40 minute time allotment.
Economic Development Director Bill Baum recommends City Council approval of an
amendment to Code of Ordinances Section 32-337 allowing for a 40 minute time limit
on parking meters. The only meters currently being considered for this time frame are
the six meters on the west side of Main Street in the 700 block.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request City Council approval of a modification
to the parking meter rate schedule. This is in addition to the adjustments as part of the
FY 05 Budget approval. This modification is to authorize the addition of a 40 minute
time limit.
Background
Over the past couple of months, we have been contacted by the business owners in the
700 block of Main Street. They have had conversations with the Police Department and
also the Parking Division. At the present time, all of the parking meters in this block
have a time limit of one (1) hour. The businesses have indicated they would like us to
consider the 40 minute meter time zone as it would assist their businesses in serving
their customers. The current ordinance, Sec. 32-337 of the Code of Ordinances,
provides for a number of meter time limits; however it does not authorize the 40 minute
time allotment.
Discussion
As a result of the conversations we had with some of the business owners, Capt. Paula
Gieseman and Tim Horsfield contacted other business owners of this block of Main.
These contacts included Star Uniform, Walker Shoes, Steele Capital Management, The
Hammer Law Firm, and Hennagir's Hallmark. We also made contact with Dan LoBianco
of Main Street Ltd. All of the businesses and individuals were in favor of creating the
new time for meters. They indicated that changing the current one (1) hour meters to 20
minute meters would not allow sufficient time for customers considering the type of
businesses in the area. In addition, the businesses feel that the one (1) hour meters are
not providing the desired turnover. The only meters currently being considered for this
time frame are the six (6) meters on the west side of Main Street in the 700 block.
Recommendation
Considering the information gathered during the discussions with the businesses in the
area, it would be my recommendation to amend the Code of Ordinances by adding the
time limit of 40 minutes for approved parking meters. This rate in the ordinance is $ .75
per hour.
Action Requested
The action requested is for the City Council to approve the amended Code of
Ordinances Section 32-337 allowing for a 40 minute time limit on parking meters.

AMENDING SECTION 32-337 PARKING FEE SCHEDULE OF THE CITY OF
DUBUQUE CODE OF ORDINANCES
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 32-337 of the City of Dubuque Codei>tOrdinances is
amended by adding the following new paragraph 6 to read as follows:
Sec. 32-337. Fee Schedule:
Subject to the limitations provided in this division, parking meters, when installed and
properly operated, shall show legal parking upon and after deposit of United States
coins in accordance with the following schedule:
(6) Forty (40) minute parking meters shall show legal parking for seventy-five cents
($0.75) per hour, but not more than a total of forty (40) minutes at anyone time.
Section 2. This ordinance shall take effect upon publication.

Effect of Amendment
Sec. 32-337. Fee Schedule:
Subject to the limitations provided in this division, parking meters, when installed and
properly operated, shall show legal parking upon and after deposit of United States
coins in accordance with the following schedule:
(1) One (1) hour parking meters shall show legal parking for thirty-five cents ($0.35)
per hour, but not more than a total of sixty (60) minutes at anyone time.
(2) Two (2) hour parking meters shall show legal parking for thirty-five cents ($0.35)
per hour, but not more than a total of one hundred twenty (120) minutes at anyone
time.
(3) Four (4) hour parking meters shall show legal parking for thirty-five cents ($0.35)
per hour, but not more than a total of four (4) hours at anyone time.
(4) Ten (10) hour parking meters shall show legal parking for twenty-five cents
($0.25) per hour, but not more than a total often (10) hours at anyone time.
(5) Twenty (20) minute parking meters shall show legal parking for sixty-five cents
($0.65) per hour, but not more than a total of twenty (20) minutes at anyone time.
(6) Forty (40) minute parking meters shall show legal parking for seventy-five cents
($0.75) per hour, but not more than a total of forty (40 ) minutes at anyone time.
