Van Milligen, City Manager SUBJECT: Loras Boulevard Historic Street Lighting Project (CIP 210A92 - Historic District Public Improvement Projects) Sealed bids were received for the Loras Boulevard Historic Street Lighting Project. Public Works Director Mike Koch recommends award of the contract to the low bidder, Westphal & Company, Inc., in the amount of$110,338.68, which is 7.60% under the engineer's estimate. Koch, Public Works Director lJí:/.J:!~ TO: SUBJECT: Loras Boulevard Historic Street Lighting Project (CIP 210A92 - Historic District Public Improvement Projects) INTRODUCTION The enclosed resolution provides for the award of the Loras Boulevard Historic Street Lighting Project. DISCUSSION This lighting project consists of 12 historical intersection lights to be placed along Loras Boulevard starting at Bluff Street and continuing westward to just past Dell Street. Sealed bids were received on March 25, 2004. A summary of the bids is as follows: Westphal & Company, Inc. Biechler Electric, Inc. $110,338.68 $117,169.60 Westphal & Company, Inc. of Dubuque, Iowa, submitted the .Iow bid in the amount of $110,338.68, which is 7.60% under the engineer's estimate. RECOMMENDATION I recommend that the contract be awarded to Westphal & Company, Inc. in the amount of $11 0,338.68. BUDGET IMPACT The summary of the project is as follows: Bid Award Construction Contract Contingency Engineering $119,416.42 11,941.64 3.940.74 $135,298.80 $110,338.68 11,033.87 3.940.74 $125,313.29 Total Project Cost The project will be funded from a large neighborhood Community Development Block Grant in the amount of $125,874. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution awarding the Loras Boulevard Historic Street Lighting Project to Westphal & Company, Inc. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider, City Clerk RESOLUTION NO. 135-04 AWARDING CONTRACT Whereas, sealed proposals have been submitted by contractors for the Loras Boulevard Historic Street Lighting Project pursuant to Resolution No. 113~4and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the 18th day of March, 2004. Whereas, said sealed proposals were opened and read on the 25th day of March, 2004, and it has been determined that the bid of Westphal & Company, Inc. of Dubuque, Iowa, in the amount of $110,338.68 was the lowest bid for the fumishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE C)TY OF DUBUQUE,IOWA: That the contract for the above improvement be awarded to Westphal & Company, Inc. and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
