Port of Dbq Petroleum Remediati D~ ~ck~ MEMORANDUM March 29, 2004 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Terracon Contract for Professional Services Petroleum Remediation in the Port of Dubuque Economic Development Director Bill Baum is recommending the selection of Terracon as the environmental design and remediation consultant for petroleum cleanup in the Port of Dubuque. The City has previously received a $200,000 grant from the U.S. E.P.A. and has recently been notified that it will receive an additional $142,655 grant from the State of Iowa to assist in the cleanup of the petroleum contamination at the former Molo Oil site. The estimated cleanup costs at the time of grant application were $570,000 for a three- year time period. A Selection Committee interviewed four firms. Each firm proposed a slightly different approach to the remediation. EPA provided technical assistance to this selection process through Kansas State University, who evaluated the proposals and suggested questions to be answered by the consultants. They also provided additional information on the technologies being proposed. Terracon was the unanimous choice ofthe committee. They presented an aggressive approach that was under budget and with a timeframe shorter than the anticipated remediation period. They also will provide on-site monitoring out of their Dubuque office. The proposed cleanup will involve vacuuming the free product petroleum that is floating on the water table and then injecting hydrogen peroxide into both water and soil to cause chemical oxidation that dissolves the contamination while also accelerating bioremediation through the additional oxygen being introduced. Background The City has previously received a $200,000 grant from the U.S. E.P.A. and has recently been notified that it will receive an additional $142,655 grant from the State of Iowa to assist in the cleanup of the petroleum contamination at the former Molo Oil site. On February 24, 2004, a Selection Committee, including myself, Pam Myhre, Rich Russell, Mary Rose Corrigan, Jonathan Brown, Kyle Kritz and Deron Muerhing, interviewed four firms to carry out the remediation design and petroleum cleanup activities. Terracon (Davenport & Dubuque), Preston Engineering (Bettendorf), BarkerLemar (Des Moines) and URS (Chicago & Des Moines) met with the committee to elaborate on their proposed remediation plan and to answer questions. Each firm proposed a slightly different approach to the remediation and the committee. They estimate $545,000 to complete the project. The City has budgeted for the remediation expense in a 2004 CIP for Riverfront Leasehold Improvements. The City's environmental attorney, Jane McAllister of the Ahlers Law Firm, has reviewed and approved the contract language. Recommendation I recommend that the City Council concur in the selection of Terracon to provide the environmental design and remediation services for the cleanup of petroleum contamination in the Port of Dubuque and that the City Council adopt the attached resolution authorizing the City Manager to negotiate and execute a contract for professional services. Whereas, the City of Dubuque, Iowa has identified the need to cleanup a petroleum contamination site in the Port of Dubuque; and Whereas, the City has received a $200,000 Brownfield Cleanup Grant from the U.S.E.P.A. and a $142,655 Brownfield Grant from the State of Iowa to assist this effort; and Whereas, Terracon has provided a proposal to complete the e,nvironmental design and remediation of the contaminated property in the Port of iJubuque; and Whereas, a Selection Committee of City staff members has interviewed four environmental engineering consultant firms before making its recommendation. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That a contract with Terracon for professional services to provide environmental design and remediation services for petroleum cleanup in the Port of Dubuque is hereby approved. Section 2. That the City Manager is hereby authorized to execute, on behalf of the City Council of the City of Dubuque, Iowa, a contract with Terracon for consultant services not to exceed $545,000.
