The decision made by the Board in 2003 at the end of the process approved in a rate increase of 9% for our residential customers, 7.05% for general service, and 2.34% for large general service. Now, less than one year after your decision, Alliant Energy Company has filed for another increase in rates, which would result in a 21 % increase in our residential rates, 22% for general service customers, and 15% for large general service customers. The City of Dubuque is convinced that the rate increase will have significant negative' impacts on all classes of users in Dubuque. If these rates are approved, the average homeowner would see a 30% increase in a mere two years. The City of Dubuque operates municipal utilities, and understands the need to adjust rates as capital and operational costs continue to rise. Therefore, the City is not opposed to rate increases that are justifiable. However, we hope you would agree that the increases requested would be excessive and harmful to our community. The overall increase requested by IPL is approximately $149.2 million or 16.3 percent. The permanent rate increase proposal may affect alllPL customers in Iowa. Under Iowa law, the Board has 10 months from the March 15, 2004, rate petition filing date to make its determination on the proposed permanent increase. The utility is proposing to collect a portion of the proposed rate increase through temporary rates that would generate approximately $105.6 million or about 70 percent of the permanent rate increase request. Under Iowa law, temporary rates are based on previously litigated rate making principles and the Board must adopt them within 90 days of the filing of the rate increase petition. Temporary rates are collected subject to refund with interest in the event the final rate increase is less than the temporary rates. Customer comments are currently being accepted in this rate proceeding. The Northern zone includes customers in communities formerly served by Iowa Electric Light and Power Company; the Southern zone includes the former Iowa Southern Utilities service territory; the Southeastern zone includes the former Union Electric service territory; and the IPCzone includes the former Interstate Power Company service territory. Since 1994, all customers in the Southeastern zone, except general service (business) customers have been merged into the Northern price zone. IPL has requested that each customer class, regardless of pricing zone, receives identical monthly bill dollar increases. This would result in different percentage increases in different pricing zones, based upon current rate structure.
