SUBJECT: Mississippi Riverwalk Phase II and Amenities
The Mississippi Riverwalk Phase II and Amenities Project provided for the construction
of the riverfront promenade and amenities along the Mississippi River and Ice Harbor
from the existing American Trust River's Edge Plaza, north to the Alliant Energy (Star
Brewery) Amphitheater and from the Welcome Center-Port Side Building, west to the
National Mississippi River Museum and Aquarium site.
Public Works Director Mike Koch is recommending acceptance of the Mississippi
Riverwalk Phase II and Amenities Project, as completed by Portzen Construction, Inc. in
the final contract amount of $3,783,606.08, which is a 9% increase from the original
contract in the amount of $3,472,612.50
The reason for the increase in cost associated with this project resulted from multiple
approved change orders to the original project scope of work to address unforeseen
conditions and changes, design-build modifications and the overall project development
and coordination with other projects within the Port of Dubuque.
In addition, other non-contract construction charges and construction engineering and
inspection costs have been charged to the Riverwalk, resulting in a total project cost of
$4,155,204. The total project costs are approximately $108,975 over budget, however,
this overrun was covered by reserve funds available ($206,712) by not constructing Bid
Altemate #1 , the Riverwalk section north of the railroad bridge.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
Mississippi Riverwalk Phase II and Amenities Project.
BACKGROUND
The completed Mississippi Riverwalk Phase II and Amenities Project is a key element in
the successful efforts to revitalize the Port of Dubuque Riverfront and an integral public
component of the $188 million dollar America's River Project.
The Mississippi Riverwalk Phase II and Amenities Project provided for the construction
of the riverfront promenade and amenities along the Mississippi River and Ice Harbor
from the existing American Trust River's Edge Plaza, north to the Alliant Energy (Star
Brewery) Amphitheater and from the Welcome Center-Port Side Building, west to the
National Mississippi River Museum and Aquarium site.
The following is a summary of the notable components which were completed as part of
the Riverwalk Phase II project:
. Construction of the Alliant Energy (Star Brewery) Amphitheater plaza area.
. Construction of a 400-foot pier wall for docking transient boats and lower
river walkway.
. Construction of two sets of concrete steps which extend from the Riverwalk
down to the river's edge.
. Construction of approximately 2400 lineal feet of main Riverwalk decorative
concrete pavement which extends from the River's Edge Plaza to the
Amphitheatre.
. Construction of the Grand River Center riverfront cascading stairs.
. Installation of the River's Edge Plaza pavilion.
Installation of four (4) shade structures along the Riverwalk.
Construction of Ice Harbor Park and the Museum East Logsdon Entrance.
. Reconstruction of approximately 36,700 square feet of decorative concrete
pavement around the Welcome Center-Port Side entrances and rear plaza.
. Installation of decorative railing at the Welcome Center-Port Side Plaza and at
Ice Harbor Park.
. Amenities included: ornamental lighting, decorative benches, litter receptacles,
bicycle loops, drinking fountains, landscaping and automated irrigation systems.
DISCUSSION
The Mississippi Riverwalk Phase II and Amenities Project has been completed by
Portzen Construction, Inc. of Dubuque, Iowa, in the final contract amount of
$3,783,606.08, which is a 9% increase from the original contract in the amount of
$3,472,612.50.
The reason for the increase in cost associated with this project resulted from multiple
approved change orders to the original project scope of work to address unforeseen
conditions and changes, design-build modifications and the overall project development
and coordination with other projects within the Port of Dubuque.
The amount of change orders incurred to the Portzen Construction Contract was
approximately $329,035. The following is a partial summary of the approved change
order - extra work items associated with the Riverwalk Phase II project:
Upgrade pavement design from 6" to 7" at the Amphitheater to accommodate the
potential for heavy equipment on the decorative concrete plaza area as may be
required during renovation activities and periodic maintenance to the brewery
building.
Upgrade pavement design from 4" to 6" at the Portside Building rear plaza to
accommodate the potential for heavy equipment on the decorative concrete plaza
area as may be required for periodic maintenance of the building HVAC roof top
units and the Diamond Jo Casino boat.
Install enclosure around electric service meters on east side of Portside Building
to improve aesthetics and to comply with Port of Dubuque Design Standards.
. Architectural and structural design modifications and construction changes to the
Pavilion at River's Edge Plaza.
Install telecommunications infrastructure along entire length of Riverwalk, which
interconnects River's Edge Plaza to the Amphitheater.
Install telecommunication capability to River's Edge Plaza Pavilion and Riverwalk
shade structures.
. Watermain relocation was required for the construction of Ice Harbor Park and the
Museum's Logsdon East Entrance.
. Reconstruction and realignment of the adjoining drive lane and modifications to
the bordering parking lot was required for the construction of Ice Harbor Park and
the Museum's Logsdon East Entrance.
. In partnership with the Grand Harbor Hotel, the City was responsible for final
grading and constructing the sidewalk which connects the Riverwalk and the
Grand Harbor outdoor plaza.
. In partnership with the Museum, the City constructed the decorative concrete
sidewalk located along the north side of the Woodward Freighthouse as part of
the Riverwalk project.
. The construction of a utility pad and enclosure in the north parking lot of the
Grand River Center and the associated utility relocations and pavement
replacement. The utility pad provides both electric and telecommunication service
to the Riverwalk, the Amphitheatre and the north parking lot.
In addition, other non-contract construction costs of approximately $173,021 have been
charged to the Riverwalk Project. The total project costs are approximately $108,975
over budget; however, this overrun was covered by reserve funds available ($206,712)
by not constructing the Riverwalk Bid Alternate No.1, which is the Riverwalk section
north of the Railroad bridge - Shot Tower area.
RECOMMENDATION
I recommend that the City Council accept the improvements and recommend that the
final Portzen Construction contract amount be established at $3,783,606.08 for the
Mississippi Riverwalk Phase II and Amenities Project.

The Mississippi Riverwalk Phase II and Amenities Project was a funded capital
improvement budget and includes $3,043,997 of G.O. bond funds sold in December
2001, a $500,000 Iowa DOT State Trails grant, a $150,000 DRA grant and a DRA
Surplus Distribution in the amount of $461,207 for a total of $4,155,204.
Additional, expense reimbursements were received from both the National Mississippi
River Museum & Aquarium and the Diamond Jo Casino.
As per the agreement between the City and the Museum, the City would
incorporate Museum site improvements as part of the Riverwalk project and the
Museum would reimburse the City for any incurred cost. Based upon itemized costs
for Museum related site improvements, the National Mississippi River Museum &
Aquarium has reimbursed the City in the amount $21,849.83.
Additionally, the Diamond Jo Casino has reimbursed the City in the amount of $10,615
for the added cost to upgrade the pavement design from 4" to 6" on the Portside Building
rear plaza due to the need for periodic maintenance of the building HVAC roof top units
and the Diamond Jo Casino boat.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions accepting the
improvement and establishing the final contract amount for the Mississippi Riverwalk
Phase II and Amenities Project.

ACCEPTING IMPROVEMENT
Whereas, the contract for the Mississippi Riverwalk Phase \I and
Amenities Project has been completed and the City Manager has examined the
work and filed his certificate stating that the same has been completed according
to the. terms of the contract, plans and specifications and recommends its
acceptance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE,IOWA:
Section 1. That the recommendation of the City Manager be approved
and that said improvement be and the same is hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby
directed to pay to the contractor from the General Obligation bond funds, Iowa
DOT State Trails grant, a ORA grant, and a ORA Surplus Distribution Fund in
amounts equal to the amount of his contract, less any retained percentage
provided for therein.
