On February 7, 2011, the City Council approved the recommendations of the Value Engineering evaluation and authorized the proposed design modifications be incorporated into the Final Design phase of the Southwest Arterial Project. Although the proposed changes have identified potential decreases in construction cost and has increased the overall value of the project, the approved design modifications will require significant plan changes, which will require the design team to take a step back in the design process and re- initiate the preliminary design phase. The $345,600 is available in the project budget. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Southwest Arterial Project Consultant Professional Services - Supplemental Agreement Final Engineering Design Phase - Scope of Work Modifications DATE: February 14, 2011 INTRODUCTION BACKGROUND DISCUSSION Dubuque All-America City 2007 The enclosed resolution authorizes the Mayor to execute a supplemental agreement with AECOM Technical Services, Inc. (AECOM) which approves revisions to the original scope of services to the Consultant Professional Services Contract to complete the final engineering design phase of the Southwest Arterial Project. On March 2, 2009 the City Council approved (Res. 87 -09) the selection of AECOM (Waterloo, Iowa) to provide the final engineering design for the Southwest Arterial Project. The initial agreement included: the final engineering design; preparation of construction documents; geotechnical investigation; architectural and landscape enhancements; archaeological and cultural resources mitigation; public involvement; agency coordination and construction engineering services. On February 7, 2011, the City Council approved the recommendations of the Value Engineering evaluation and authorized the proposed design modifications be incorporated into the Final Design phase of the Southwest Arterial project. The most significant design modifications will be incorporated into the SW Arterial / U.S. 20 / Seippel Road interchange area. This change includes: use of roundabouts; changes to the ramp layouts; changes to the access road layouts, eliminate the need for a cross -over bridge; reduction in mass earthwork quantities; and eliminating the need to purchase three (3) properties along Cousins Road. The potential design modification savings are in the magnitude of $6.2 million. Although the proposed changes have identified potential decreases in construction cost and has increased the overall value of the project, the approved design modifications will require significant plan changes, which will require the design team to take a step back in the design process and re- initiate the preliminary design phase. The preliminary re- design efforts will quite extensive and will require the design team to: design a new interchange layout; perform detailed traffic analysis; develop new roundabout intersection details; investigate design variations for the bridges; coordinate reviews with Iowa DOT staff; evaluate potential impacts to right -of -way acquisition; evaluate potential impacts to wetlands; historic and cultural resource areas; review watershed and stream crossing impacts, and environmental clearance compliance. As a result of the proposed design and plan modifications, the original scope of services needs to be revised to reflect the following changes: • Investigate additional options for the ramps and access roads at the US 20 interchange. • Modify the Barrington Lakes Connector Road to intersect with the Southwest Arterial at a new third roundabout intersection. • Roundabout Intersection Design • Investigate bridge design enhancements and lighting at U.S. 20 / Seippel Road Interchange, and modify bridge designs to incorporate selected enhancements. • Modify profiles, cross sections, drainage design and surface stabilization design in the vicinity of shale cuts. • Modify roadway design north and south of Military Road to include stabilized cut slopes in lieu of structural retaining walls. • Modify design of Military Road Bridge to include wrap- around retaining walls at the abutments. • Investigate additional options for the Olde Davenport Road connection. • Modify design of wetland mitigation site to meet new Corps of Engineers rules and to compensate for additional wetland impacts from other design changes. • Revise or provide new right -of -way plats and descriptions in association with the design changes. • Investigate bridge design enhancements and lighting at U.S. 151/61 interchange, and modify bridge designs to incorporate selected enhancements. • Investigate roadway enhancement options for the revised design elements, modify the enhancement concept plan, and provide final design of selected enhancements. • Provide additional soil borings and geotechnical analysis related to the design changes. • Provide additional Phase I archaeological surveys related to the design changes. Per the terms of the Consultant Professional Services contract and the conditional requirements of the federal aid funding agreement, if the Consultant is of the opinion that any work directed to perform is beyond the scope of said contract, and constitutes "Extra Work ", it shall promptly notify the City in writing to that effect. Unless written approval for "Extra Work" has been secured in advance of performing said work from the City, the Iowa DOT and the FHWA, said work will be ineligible for federal aid participation. The Consultant Professional Services - Supplemental Agreement authorizes AECOM to provide the revised scope of services to continue to advance the completion of the final engineering design phase in accordance with Iowa DOT and FHWA procedures and requirements. RECOMMENDATION I recommend that the City Council authorize the Mayor to execute the Consultant Professional Services - Supplemental Agreement with AECOM Technical Services, Inc. for the final engineering design phase of the Southwest Arterial project, subject to the concurrence of the Iowa Department of Transportation. (Consultant), of Waterloo, Iowa, dated May 8, 2009, for the preparation of final design, plans, specifications and estimates, as well as right -of -way property acquisition, final soils investigation, archaeological and cultural resources Phase III mitigation, public involvement, agency coordination and construction -phase services for the Dubuque Southwest Arterial which includes a new 4 -lane freeway between Seippel Road and Olde Davenport Road in Dubuque, Iowa, in accordance with the preliminary plans completed in March 2008; and WHEREAS, the Owner and Consultant modified the original Scope of Services to include a Value Engineering Workshop as part of Task No. 3 (Initial Value Engineering Review) in the original agreement on July 27, 2009, said document included as Attachment C; and WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 1 dated August 27, 2009, for the preparation of final design, plan, specifications and estimates, right -of -way property acquisition, final soils investigation, archaeological and cultural resources Phase III mitigation, public involvement and agency coordination for the portion of the project not included in the previous agreement; and WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 2 dated October 21, 2009, for supplemental Phase 1 archaeological investigation of the Oberbroeckling property in Dubuque County, Iowa; and WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 3 dated March 10, 2010, to include revisions in the previous Scope of Services based on recent changes in the design concept as a result of a Value Engineering Study of the project and the Owner's desire to extend the recreational trail beyond the previous limits; and WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 4 dated August 24, 2010, to include engineering services during the construction phase of the North Cascade Road portion of the project; and WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 5 dated September 27, 2010, to include revisions in the previous Scope of Services based on recent changes in the design concept as a result of ongoing review and value engineering activities; and WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 6 dated October 19, 2010, to include construction staking for the North Cascade Road portion of the project; and WHEREAS, the Owner and Consultant desire to amend the previous agreements to include revisions in the previous Scope of Services based on recent changes in the design concept as a result of ongoing review, the public informational meeting and value engineering activities. NOW THEREFORE, it is mutually agreed to amend the original Professional Services Agreement as follows: 1. SCOPE OF SERVICES Page 2 The services to be provided for the project under this Agreement will include the revisions based on recent changes in the design concept as a result of ongoing review, the public informational meeting and value engineering activities. The Scope of Services is provided in Attachment A. II. TIME OF BEGINNING AND COMPLETION A portion of the work under this Supplemental Agreement No. 7 has been previously authorized by Owner and Iowa DOT concurrence dated November 1, 2010, and December 1, 2010, which are part of Attachment A. The work shall be completed in accordance with the completion date defined in Supplemental Agreement No. 5. III. COMPENSATION The Consultant shall be reimbursed for the actual costs incurred in accordance with Article 3 of the original Agreement. The Estimated Actual Costs, Fixed Fee, Contingency and Maximum Amount Payable for this supplemental agreement as stated below and as shown in Attachment B, are to be integrated with those covered under the original agreement. These design revisions have been requested by the City in response to the Value Engineering Study, the Public Informational Meeting, and other revisions that have occurred since the original Scope of Services was prepared. Page 2 SCOPE OF SERVICES The Scope of Services is modified to include the following tasks. Additional Tasks The following tasks were not included in the original scope or previous supplemental agreements. Task 1. Design of Shale Cut Details. This task includes the design of special details for roadway cuts through the Maquoketa Shale in areas where a flattened -slope option is not possible. The following areas are included. a. Station 111 to 116. The design in this area will include an undercut of 10 feet below the shale surface, replacement with granular material, design of a subdrain system and outlet, and modification of the special grading details for the 2 -lane bridge on English Mill Road. b. Station 165 to 172. The design in this area will include an undercut of 8 feet below the shale surface, replacement with granular material, design of a subdrain system and outlet, and modification of the special grading details for the 2 -lane bridge on North Cascade Road. c. Station 295 to 308. The design in this area includes investigation of final alternatives, usage of 3:1 cut slope, design of a micropile slope retention system, design of a geocell topsoil retention system, modifications to the drainage system, and modifications to the bikeway design. A portion of this task will be completed by WHKS and Terracon. The following subtasks are included: c.1 Additional Geotechnical Analysis c.2 Design Revisions c.3 Special Provisions Task 2. Evaluate Alternatives at Olde Davenport Road. This task includes the conceptual evaluation of two design alternatives at Olde Davenport Road. Alternative 1 would provide a curved connection to Olde Davenport Road near the current project terminus. Alternative 2 would extend the Davenport Road connection on a different alignment, tieing in with Olde Davenport Road approximately 1,500 feet farther to the east. This task includes a conceptual design comparison and "planning level" cost comparison of the two additional alternatives, using currently available survey and mapping. Task 3. Redesign of Olde Davenport Road Connection. The redesign of Olde Davenport Road Connection, if selected, will require additional survey, property mapping, utility mapping, geotechnical investigation, roadway design, drainage design, final plan preparation, right -of -way plats and descriptions, and related items. This design modification, if required, will be included in a future supplemental agreement. Task 4. Additional Phase I Archaeological Investigation. This task includes the additional Phase I archaeological surveys which are needed to cover the currently proposed interchange layout at U.S. 20. Additional surveys will be required on Parcel Nos. 113, 114 and 127b in the southeast quadrant of the interchange. This task will be completed by Tallgrass Historians. Task 5. Evaluate U.S. 20 West Access Connector Road Alternatives. This task includes the evaluation of four (4) additional alternatives for the West Access Connector Road at the U.S. 20 interchange. Alternatives to be investigated include changes to the roadway alignment to avoid the residential properties on Cousins Road, modified alignments to serve Parcels 104 and 105, and extension of the access road to serve the Dubuque Landfill entrance and Parcel 103. The design evaluation will be made with the use of existing survey and mapping and will include a conceptual design layout and "planning level" cost estimate. A technical memo will be prepared summarizing the evaluation. The majority of this task will be completed by WHKS. Page 3 Task 6. Redesign of West Access Connector Road. This task includes the redesign of the West Access Connector Road in accordance with the results of the alternatives study. This task may include such elements as expanded survey and mapping, utility surveys, geotechnical investigations, pipeline crossing, new bridge over the West Fork of Catfish Creek, roadway and drainage design, additional cultural resources investigation, final construction plans and right -of -way plats and descriptions. These activities, if required, will be covered under a future supplemental agreement. Task 7. Roundabout Intersection Design. This task includes the preliminary and final design of one additional roundabout intersection at the U.S. 20 interchange. A third roundabout intersection to serve the Barrington Lakes connector road was added as part of the approved interchange layout. This task will be completed by WHKS. Modified or Deleted Tasks The following tasks represent changes to the previously approved Scope of Services. Task 8. Modify East Access Road at U.S. 20. The East Access Road preliminary plans will be modified to connect with the new roundabout intersection east of the interchange. This task represents the change in the level of effort required for the revised layout. Task 9. Modify Southwest Arterial Plan and Profile to Reduce Rock Cuts. This task includes a modification of the roadway plan and profile to reduce the extent of shale cuts. The following modifications are included. a. Station 340 -346. The centerline alignment and profile grade of mainline Southwest Arterial will be revised to reduce the extent of shale cut. This change includes a modification of the mainline design, connecting ramps and access roads, drainage design and cross sections. b. Station 363 -373. The mainline Southwest Arterial profiles, cross sections and drainage design will be revised to raise the grade through this shale cut area. Task 10. Shale Cut Plan Revisions. This task includes a modification of the cross sections and earthwork design in the vicinity of shale cuts to accommodate the flatter slopes and to provide a geocell system to anchor the topsoil. This task includes modifications to the cross sections, earthwork and design details. Anticipated shale cut locations which are not covered by other tasks include: a. Station 131 to 135 b. Modify Design at Military Road. The original scope included the design of a tie -back retaining wall on either side of Military Road. This task includes deleting the retaining wall design by WHKS in this area, substituting a shale -cut slope and tying the slope into the MSE walls at the Military Road Bridge. Portions of this task will be completed by Terracon. Subtasks include: Task 12. Modify Wetland Mitigation Design. This task includes a modification to the wetland mitigation site located near U.S. 151/61 and Olde Davenport Road. The wetland mitigation site will be modified to comply with the new Corps of Engineers' rules, which require a larger area for wetland mitigation. This task includes the additional work to enlarge the mitigation site, including plan, profile, cross sections, earthwork and plantings. Task 13. Modified Enhancement Design. This task includes the additional work for the evaluation and final design of additional enhancements beyond those included in the previous scope and enhancement concept from the Preliminary Design phase. The anticipated enhancement modifications include structural design modifications to the bridge piers and abutments, design of pier extensions and abutment extensions, enhanced lighting, enhancements for the roundabout intersections and other roadside enhancements not included in the original scope. For the roundabout intersections, the enhancement plan will concentrate on the areas outside of the roundabout. The majority of this task will be completed by RDG, with coordination and assistance by AECOM and WHKS. The following areas are included for additional enhancement design: a. Develop Revised or Additional Enhancement Concepts for Bridges b. Preliminary design of lighting solutions to enhance U.S. 20 and U.S. 151/61 Bridges. Lighting design would include roadway lighting to match previously established roadway levels and fixture styles, including adjacent conflict areas and roundabouts. Enhanced lighting solutions would be explored to compliment architectural detailing or aesthetic improvements of the bridges. Deliverables for lighting design would include: c. Develop planting design to address drainage and erosion issues in the area of the shale cuts near Military Road. d. This task also includes the final design of additional architectural and enhancement features. This task includes the design development and final design of enhancement plans, details and special provisions for the following structures and intersections: Page 5 e. Computerized Visualization. This task includes additional graphics and visualizations pertaining to bridge enhancements. Computerized visualizations will include lighting, railings, form liners, colors, slope protection, and landscape features and plantings. This task will include detailed illustration of enhancements for bridges overpassing. Tasks e.1 through e.5 will be completed by RDG.: e.1. U.S.20 e.2. U.S. 151/61 e.3. English Mill Road e.4. Catfish Creek e.5. Military Road e.6 Delete Remaining Portion of AECOM Visualization Work. This task deletes the remaining portion of Task 129 from Supplemental Agreement No.1, consisting of one -half of the original Task 129. Task 14. Modify Structures Design Scope. The structures to be designed as part of the project will be modified as follows. The revisions pertain to the revised interchange layouts and other changes to previously completed work. These tasks represent the change in the level of effort required for the design changes. The majority of these tasks pertain to WHKS' scope. a. Modify Southwest Arterial Bridge over U.S. 20 and South Fork Catfish Creek. This task will be modified from a 3 -span PPCB Bridge to a 5 -Span PPCB Bridge and will include moderate aesthetics consisting of aesthetic piers with risers, abutment risers, aesthetic barrier railing and aesthetic fencing, using a standard bridge type. b. Modify West Access Road Bridge over South Fork Catfish Creek. This task will be modified from a 3 -span PPCB Bridge to a 3 -Span Concrete Slab Bridge and will not have aesthetic treatments. c. Modify Westbound U.S. 20 over South Fork Catfish Creek. This task will be modified from a 3 -Span PPCB Bridge to a 2 -Span PPCB Bridge. d. Modify Eastbound U.S. 20 over South Fork Catfish Creek. This task will be modified from a 3 -Span PPCB Bridge to a 2 -Span PPCB Bridge. e. Modify Westbound U.S. 20 Entrance Ramp over South Fork Catfish Creek. This task will be modified from a 2 -Span PPCB Bridge to a 3 -Span PPCB Bridge. f. Modify Military Road over Southwest Arterial. This task will include MSE walls around both abutments /approaches and coordination with reinforced slope design (by Terracon). g. Modify Southwest Arterial over U.S. 151/61 and Granger Creek. Modify North Cascade Road interchange TS &L to accommodate roundabout intersection. This task includes modifying the TS &L drawings in accordance with the revised width, cross - section and profile between the roundabouts. Task 15. Shift Tasks Among Consultants. This task provides for the shifting of selected tasks between members of the consultant team. This task does not represent any change in the design concept and will be a no -cost revision to the contract. The following tasks will be shifted: a. English Mill Road Bridge design will be shifted from AECOM to WHKS. Task 16. Additional Supplemental Survey. This task includes the additional supplemental survey and staking of additional soil borings which are required for the modified design. This task includes the design modifications included in this supplemental agreement, but excludes the survey and mapping for modifying the Olde Davenport Road Connection and the extension of the West Access Connector Road, Page 6 the design of which is not included in this supplemental agreement.
