Introduction
This memorandum transmits the 2010 Certified Local Government (CLG) Annual
Report.
Background
The annual report is submitted by all Iowa CLGs to the State Historical Society of Iowa
(SHSI). Under the CLG agreement with the State, the Historic Preservation Commission
is responsible for submitting an annual report that summarizes the City of Dubuque's
historic preservation work and accomplishments during 2010. The SHSI requests the
Mayor sign and date page 5 of the Annual Report form.
Requested Action
This report is submitted for the City Council to review and authorize the Mayor to sign.
No additional action is required. Staff will forward the signed copy of the 2010 CLG
Annual Report form to the SHSI.

• The CLG shall maintain a system for the survey and inventory of historic and prehistoric
properties in a manner consistent with and approved by the STATE.

nominations were reviewed by the Historic Preservation Commission September 16, 2010. The
nominations are enclosed.

following activities in 2010? Please think broadly about this question and include any activity
(small or large) that facilitated historic preservation in your community.
a. Historic preservation planning. Examples include the development or revision of a
preservation plan, development of a work plan for your commission, etc. (use additional
pages if needed).
The Historic Preservation Commission formed the Historic Preservation Commission
Education Task Force. The Task Force consists of three commissioners whose primary
responsibility is to help implement the Commission's new Public Outreach and
Education Program.
b. Provided technical assistance on historic preservation issues or projects. Examples
include working with individual homeowners, business owners, institutions to identify
appropriate treatments and find appropriate materials, research advice, etc. (use
additional pages if needed)
The Commission consulted with individual property owners and developers on issues
which included funding sources, NPS Preservation Briefs, Secretary of the Interior's
Standards for the Treatment of Historic Properties, the City's Historic District
Architectural and Streetscape /Landscape Guidelines, and the City's Downtown Design
Guidelines. The Commission was consulted in the development of the Historic Millwork
District Streetscape designs, the Mines of Spain Exhibits and Education Program, and
the Landscape Heritage Assessment- Illustrated Site Plan for the Historic Four Mounds
Estate. Building Services Manager Rich Russell conducted a number of presentations as
well as individual consultations with property owners regarding the City of Dubuque
Historic Building Code.

c. Undertook educational programming in historic preservation. Examples include training
sessions offered to the public, walking tours, open houses, lectures, Preservation Month
activities, etc. (use additional pages if needed).
In 2010, the City of Dubuque partnered with Dubuque Main Street and the Dubuque
Community School District to host the annual "Architectural Days Program". The week
long event offered professional speakers, presentations and tours designed to educate
and inform the public on historic preservation issues. City of Dubuque Historic
Preservation Commissioners and Staff presented programs and attended events. The
Dubuque City Council, Historic Preservation Commission and Staff participated in
Historic Preservation Month and were featured in the NTHP This Place Matters
Campaign.
Four Ken Kringle Historic Preservation Awards were presented at a special ceremony
held May 20, 2010. The award was created by the City of Dubuque Historic Preservation
Commission to recognize excellence in historic preservation. The awards are announced
annually during National Historic Preservation Month for the best rehabilitation projects
in the City of Dubuque.
Commissioner Wand participated in a session on historic preservation and sustainability
at Maryland's Annual Preservation and Revitalization Conference sponsored by
Preservation Maryland.
Staff Member Carstens participated in an educational tour of Historic Districts and
Historic Preservation issues in Dubuque as part of the Sustainable Communities
Conference on February 19, 2010. The tour included Dubuque City Council Members
and forrner president of the NTHP Mr. Richard Moe.
On September 16 Staff Members Laura Carstens and Jon Dienst presented the Historic
Millwork District at the Iowa Chapter APWA Fall Conference in Des Moines, M.
Staff Members Wally Wernimont and Joleen Patterson presented local financial
incentives for historic properties at the April 22" Foundation of Historic Rehabilitation
Workshop.
Staff Member Laura Carstens presented the Historic Millwork District as part of a panel
discussion at the National Planning Conference on April 11, 2010 in New Orleans.
Staff Members David Johnson and Laura Carstens provided a session on understanding
and implementing the Downtown Design Guidelines at the April 22" Foundation of
Historic Rehabilitation Workshop.
6. If the city or county amended its historic preservation ordinance or resolution or passed
additional ordinances or resolutions that impact historic properties, please attach copies of the
amendments and new ordinances or resolutions.
The Historic Millwork District Planned Unit Development Ordinance was adopted March 15,
2010. The ordinance is enclosed.
7. If new or revised design standards and/or guidelines were developed and adopted during

8. Are there any particular issues, challenges, and/or successes your preservation commission
has encountered or accomplished this year?
There were no out of the ordinary issues or challenges faced by the Historic Preservation
Commission in 2010. The Commission is proud of establishing the Historic Education Task
Force and the Public Outreach and Education Program. The program is a renewed commitment
to educating the public about the benefits of historic preservation and marketing historic
preservation in the city. To date, a Benefits of Historic Preservation Districts brochure has been
developed The Task Force will soon be coordinating with City of Dubuque Cable Television Staff
to develop a series of educational and promotional programming to be televised on City Channel
8. The Task Force has also been successful in including a Historic District category for
properties located in historic districts on the City Assessor's website. Including the information
on the City Assessor website will significantly raise awareness for current and perspective
historic district property owners and real estate professionals.
Section III
Historic Preservation Program Administration
• The CLG will organize and maintain a historic preservation commission, which must meet at
least three times per year.
• The commission will be composed of community members with a demonstrated positive
interest in historic preservation, or closely related fields, to the extent available in the
community.
• The commission will comply with Iowa Code Chapter 21 in its operations.
• Commission members will participate in state sponsored or approved historic preservation
training activities.

In 2010, meetings were held January 14, February 18, March 18, April 15, May 20, June 17, July
15, August 19, September 16, October 21 and December 17.

and inform the public on historic preservation issues. City of Dubuque Historic
Preservation Commissioners and Staff presented programs and attended events. The
Dubuque City Council, Historic Preservation Commission and Staff participated in
Historic Preservation Month and were featured in the NTHP This Place Matters
Campaign.
Four Ken Kringle Historic Preservation Awards were presented at a special ceremony
held May 20, 2010. The award was created by the City of Dubuque Historic Preservation
Commission to recognize excellence in historic preservation. The awards are announced
annually during National Historic Preservation Month for the best rehabilitation projects
in the City of Dubuque.
Commissioner Wand participated in a session on historic preservation and sustainability
at Maryland's Annual Preservation and Revitalization Conference sponsored by
Preservation Maryland.
Staff Member Carstens participated in an educational tour of Historic Districts and
Historic Preservation issues in Dubuque as part of the Sustainable Communities
Conference on February 19, 2010. The tour included Dubuque City Council Members
and former president of the NTHP Mr. Richard Moe.
On September 16 Staff Members Laura Carstens and Jon Dienst presented the Historic
Millwork District at the Iowa Chapter APWA Fall Conference in Des Moines, IA.
Staff Members Wally Wernimont and Joleen Patterson presented local financial
incentives for historic properties at the April 22n Foundation of Historic Rehabilitation
Workshop.
Staff Member Laura Carstens presented the Historic Millwork District as part of a panel
discussion at the National Planning Conference on April 11, 2010 in New Orleans.
Staff Members David Johnson and Laura Carstens provided a session on understanding
and implementing the Downtown Design Guidelines at the April 22 Foundation of
Historic Rehabilitation Workshop.

8. Are there any particular issues, challenges, and/or successes your preservation commission
has encountered or accomplished this year?
There were no out of the ordinary issues or challenges faced by the Historic Preservation
Commission in 2010. The Commission is proud of establishing the Historic Education Task
Force and the Public Outreach and Education Program. The program is a renewed commitment
to educating the public about the benefits of historic preservation and marketing historic
preservation in the city. To date, a Benefits of Historic Preservation Districts brochure has been
developed. The Task Force will soon be coordinating with City of Dubuque Cable Television Staff
to develop a series of educational and promotional programming to be televised on City Channel
8. The Task Force has also been successful in including a Historic District category for
properties located in historic districts on the City Assessor's website. Including the information
on the City Assessor website will significantly raise awareness for current and perspective
historic district property owners and real estate professionals.
• The CLG will organize and maintain a historic preservation commission, which must meet at
least three times per year.
• The commission will be composed of community members with a demonstrated positive
interest in historic preservation, or closely related fields, to the extent available in the
community.
• The commission will comply with Iowa Code Chapter 21 in its operations.
• Commission members will participate in state sponsored or approved historic preservation
training activities.
