Van Milligen, City Manager SUBJECT: Compensation Package for Non - Bargaining Unit Employees for Fiscal Years 2012, 2013 and 2014 DATE: February 11, 2011 Personnel Manager Randy Peck recommends City Council approval of the compensation package for Non - Bargaining Unit Employees for Fiscal Years 2012, 2013 and 2014. In the first year of the contract, Fiscal Year 2012, the employees will receive no pay increase; however, they will receive Martin Luther King's Birthday as an additional holiday. With this action, City Hall will be closed the third Monday of January in observance of Martin Luther King's Birthday. In Fiscal Year 2013 and Fiscal Year 2014, employees will receive a 2.5% raise in each of those years. In addition, beginning in Fiscal Year 2013, employees will begin receiving an increase in the amount of payout at retirement of their unused sick leave. Martin Luther King's Birthday (third Monday in January) shall be added to the Holiday Schedule for full time employees in General Employee classifications. Effective July 1, 2012 through June 30, 2012, the Wage Plans in effect on June 30, 2012 for General Employee classifications and Non - Assigned classifications shall be increased by 2.5% across the board. The Sick Leave Payout Provisions for full time employees in General Employee classifications shall be modified as follows: Any unused portion of sick leave shall accumulate from fiscal year to fiscal year to a maximum of one - hundred twenty (120) sick days. Employees will be paid 100% of accrued sick leave at retirement. Payment will be based on the employee's regular (straight time /base) rate of pay at retirement. Payment will be made bi- weekly over a five year period. In order for a retiring employee to be eligible for such payment, Effective July 1, 2013 RP:tlb he /she shall have completed twenty (20) years of continuous service in a full time position or retired as a result of a disability and must be eligible for pension payments from the employee's respective pension system (Iowa Public Employee's Retirement System or the Municipal Fire and Police Retirement System of Iowa) immediately upon retirement. In the event a retired employee dies before all of the unused sick leave is paid, such payment will cease at the time of the retired employee's death. The regular (straight time /base) rate of pay for employees assigned to a forty (40) hour work week shall be based upon two thousand eighty (2,080) hours per year and one (1) sick day shall equal eight (8) hours. The regular (straight time /base) rate of pay for employees assigned to a fifty -six (56) hour work week shall be based on two thousand nine hundred twelve (2,912) hours per year and one sick day shall equal twelve (12) hours. Wage Plan Effective July 1, 2013, through June 30, 2014, the wage plans in effect on June 30, 2013, for General Employee classifications and Non - Assigned classifications shall be increased by 2.5% across the board. The compensation package is consistent with the compensation package to be received by employees represented by the Teamsters Local No. 120 and the Dubuque Professional Firefighters Association, Local #353. I recommend that the compensation package for Non - Bargaining Unit Employees be approved. In order to implement the recommendation, I request the attached resolution be adopted. Whereas, the City Manager has recommended the compensation package for Non - bargaining Unit Employees for Fiscal Years 2012, 2013 and 2014; Whereas, the City Council provides a compensation package to Non - bargaining Unit employees similar to the compensation package to be received by Bargaining Unit employees; and Whereas, the recommended compensation package for Non - bargaining Unit employees is consistent with the compensation package to be received by employees represented by the Teamsters Local Union No. 120 and the Dubuque Professional Firefighters Association, Local #353. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1.
