Individuals serving on Boards and Commissions play an important role in advising the Council
on matters of interest to our community and its future.
The City Clerk's Office, City Hall, accepts applications for any Board and/or Commission at any time, and
that application'stays active for one vear from the date of receiDt in the Clerk's Office.
At the appropriate regularly scheduled council meeting, applications will be submitted to the City Council
for their review and applicants are encouraged to address the Council stating their reasons for wanting to
serve on this particular commission. Applicants will be advised whe!1 the application is being presented.
Appointment(s) will be made at a later meeting. Applicants will be notified as to the outcome of the
Council's action. If not appointed at that time, this application will continue to be resubmitted, as

ARTICLE V. CIVIL SERVICE

Sec. 2.178. Applicability; Provisions
Comply With Statutes:
The provisions Df this Article shall apply tD
those persons enumerated in Code of IDwa sec-
tiDn 400_6 and shall be in accordance with the
laws of the State. (1976 Code, § 2-178)
Sec. 2-179.
Created:
A Civil Service Commission is hereby created
under and in accordance with the provisions Df
chapter 400 Df the Code Df IDwa. (1976 Code,
§ 2-179)
Sec. 2-180.
Qualifications Generally:
Civil Service Commissioners must be citizens
Df IDwa, eligible electors as defined in chapter
39 Df the Code Df Iowa, and residents Df the City
preceding their appointment, and shall not hold
or be a candidate for any Dffice Df.public trust.
The Human Rights DirectDr shall, ex DfficiD, be
a member, without vote, Df the Civil Service
Commission.
Civil Service Commissioners shall not buy
from, sell to, Dr in any manner become parties,
directly, tD any contract tD furnish supplies,
material, Dr labor to the city in which they are
Commissioners. (1976 Code, § 2-180)
Sec. 2-181.
Appointment; Term:
The MaYDr, with the approval of the Council,
shall appoint three (3) Civil Service Commis-
siDners who shall hold Dffice, one until the first
MDnday in April of the second year, one until
the first Monday in April Df the third year, and
Dne until the first MDnday in April Df the fourth
year, after such appointment, whose successors
shall be appointed for a term Df four (4) years.

The Civil Service Commission shall elect a
chairperson from among its members and the
City Clerk shall be the clerk Df the Commission,

Sec. 2-184. Council To Furnish Meeting
Room, Equipment, Recorder:
The Council shall provide suitable rooms in
which the Civil Service Commission may hold
its meetings and supply the Commission with
all necessary equipment and a qualified short-
hand reporter tD enable it properly to perform
its duties. (1976 Code, § 2-184)
Sec. 2.185. Record Of Meetings, Personnel
To Be Kept:
The Civil Service Commission shall keep a
record Df all its meetings and alsD a complete
individual service record Df each civil service
employee which record shall be permanent and
kept up-to-date, (1976 Code, § 2-185)
Sec. 2-186. Applicants To Be Examined:
ExaminatiDns for the positions in the City
civil service shall be applicable to and required
of all applicants in accordance with the Civil
Service Law, namely, LC.A. chapter 400. (1976
Code, § 2-186)

Examinations To Be In Accor-

The Cable Franchise Admh:iistratDr and any-
one who is an owner, shareholder, employee 'or
agènt of the franchise holder shall be ineligible
tD serve as a member of the Commission. The
membership may include a maximum of two (2)
government officers and employees.
Members Df the Commission who represent
subcommunities utilizing dedicated channels
shall not be deemed to have a cDnfiict Df inter-
est in the use of the equipment and facilities
provided for that purpose BDlely because Df their
membership on the Commission.
(b) The term of each member shall be for
three (3) years, with three (3) such terms expir-
ing each June. except those of the initial ap-
pointees only, three (3) appointments shall have
one year terms and three (3) appointments shall
have two (2) year tenus. If a vacancy occurs
before the expiration of a lerm, the appoint-
ment shall be for the unexpired portion of that
term. If the Council fails to make an appoint-
ment upon tho expiration of a term, the incum-
bent shall continue to serve until an appDint-

ment shall be made. If any member fails tD
attend at least two-thirds ('I.) of the regularly
scheduled Commission meetings within a twelve
(12) month period, the Commission may request I
the Council to declare that member's seat va-
cant. Attendance Df all members shall be en-
tered in the minutes.
(c) Annually the members. shall elect from
among themselves a presiding D,fficer and a
secretary whose offices shall expire the next
June. The City's Cable Franchise AdministratDr
shall be adviser.to the Commission. (1976 Code,

Sec- 44-219. Meetings; Procedures:
(a) The members shall meet as needed to
conduct the business Df the Commission, 'but
not less frequently than Dnce each calendar
quarter. A quDrumof five (5) 'members shall be
required for members to conduct the business of
the Commission- All meetings and' proceedings
of the Commission shall conform with applica-
ble Dpen meeting requiremenþl.
(b) The Commission shall file with the City
Council a copy of the minutes of each regular
and special meeting within ten (10) days after
such meeting.
(c) All administrative, personnel,' accounting,
budgetary, and procurement policies of the City
shall govern the Commission in all of its opera-

Sec. 44-231. Intent:
The City Council desires to assure full com-
pliance with its cable franchise, that the fran-
chise be interpreted and applied to the benefit
