Koch, Public Works Director SUBJECT: 26th Street Storm Sewer Extension Project (CIP32800: Storm Sewer Extension - 26th Street) INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the 26th Street Storm Sewer Extension Project. BACKGROUND The project involves the extension of approximately 145 feet of 15-inch and 200 feet of 18-inch storm sewer along 26th Street between Washington and Elm Streets. The proposed storm seiNer will interce~t stormwater that, on numerous occasions, has spread across the entire width of 26t Street. DISCUSSION A budget of $36,000 was established for the project for Fiscal Year 2003. The schedule for the project will be as follows: Advertisement for Bids Notice of Hearing on Plans & Specifications Receipt of Bids Public Hearing Award of Contract Completion Date April 23, 2004 April 30, 2004 May 6, 2004 May 17, 2004 May 17, 2004 July 30, 2004 RECOMMENDATION I recommend that the City Council establish the date for the public hearing and authorize the City Clerk to advertise for proposals. BUDGET IMPACT The construction cost estimate for the 26th Street Storm Sewer Extension Project is as follows: Construction Contingency Engineering $32,049.40 3,204.94 5.288.15 $40,542.49 Total Estimated Project Cost The project will be funded from a Fiscal Year 2003 budget appropriation in the amount of $36,000. The remaining balance will be financed from the Storm Sewer Extension Fund. ACTION TO BE TAKEN The City Council is requested to establish the date of the public hearing and to authorize the City Clerk to advertise for proposals through adoption of the enclosed resolutions. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a public hearing will be held on the 17th day of May, 2004, at 6:30 p.m. in the Public Library Auditorium at which time interested persons may appear and be heard for or againsUhe proposed plans and specifications, form of contract and cost of said improvement, and the City Clerk be and is hereby directed to cause a notice of time and place of such hearing to be published in a hewspaper having general circulation in the City of Dubuque, Iowa, which notice shall be not less than four days nor more than twenty days prior to the day fixed for its consideration. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, contract, or estimated cost of the improvement. That the City Clerk is hereby directed to advertise for bids for the construction of the improvements herein provided, to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall not be less than four days nor more than forty-five days prior to the receipt of said bids at 2:00 p.m. on the 6th day of May, 2004. Bids shall be opened and read by the City Clerk at said time and will be submitted to the Council for final action at 6:30 p.m. on the 17th day of May, 2004.
