SUBJECT: Westbrook Subdivision Water Main and Service Line Lateral Phase I
i Extension Project
Sealed bids were received for the Westbrook Subdivision Water Main and Service Line
Lateral Phase I Extension Project. Water Department Manager Bob Green
recommends award of the contract to the only bidder, Callahan Construction, Inc., in the
amount of $74,000, which is approximately 1.25% underthe engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Extension Project
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council approve the
attached resolutions adopting the plans and specifications and awarding the contract
for the water main and service line project located in the Westbrook Subdivision.
DISCUSSION
This project provides for approximately 2,280 feet of 8 inch PVC C-900-DR-14 water
main and 48 service line laterals with accessories to be installed in Westbrook
Subdivision. This project is a part ofthe City's master plan in providing assistance to
Developers through its water main Revolving Loan Fund in support of providing
affordable housing.
One bid was received from a contractor for this project. The bid is as follows:

$74,000
The monies for this project will come from the Water Department's Capital Improvement
Water Main Revolving Loan Fund.
The Engineer's estimate for this project was $75,000. The low bid is approximately
1.25% under the Engineer's estimate.
ACTION REQUESTED
I recommend that the City Council approve the attached resolutions adopting the plans
and specifications and awarding the contract to Callahan Construction, Inc. of
Dubuque, Iowa in the amount of $74,000.

ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 1st day of March, 2004, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the installation of
approximately 2,280 feet of 8 inch PVC C-900-DR14 water main and 48 service laterals
with accessories to be installed in the Westbrook Subdivision.
Whereas, notice of hearing on the plans, specifications, form of contract and
estimated cost was published as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said' plans, specifications, form of contract and estimated cost are
hereby approved as plans, specifications, form of contract and estimated cost for said
improvements for said project.

AWARDING CONTRACT TO CALLAHAN CONSTRUCTION, INC. OF
DUBUQUE, IOWA FOR THE CONSTRUCTION OF APPROXIMATELY 2,280
FEET OF 8 INCH - PVC-C-900-DR-14 WATER MAIN AND 48 SERVICE
LATERALS WITH ACCESSORIES IN THE WESTBROOK SUBDIVISION
Whereas, the Westbrook Subdivision Water Main Extension and Service
line Lateral Project has been budgeted; and,
Whereas, Callahan Construction, Inc. of Dubuque, Iowa has submitted to
the City an agreement to conduct construction services of this improvement in
the amount of $74,000; and
Whereas, funds have been legally appropriated for this expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA:
That the City Manager is authorized to execute the agreement for
construction services with Callahan Construction, Inc. of Dubuque, Iowa for the
construction of approximately 2,280 feet of 8 inch PVC-C-900-DR 14 water pipe
and 48 service line laterals in the Westbrook Subdivision in the amount of
$74,000.
