SUBJECT: Request for Ordinance Change
Library Director Susan Henricks recommends City County approval of an amendment to
the library ordinance allowing the Library Director to handle personnel matters for
librarian assistants or employees. The Library Board will handle personnel matters
relating to the Library Director.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Request for Ordinance Change
Background
The Library ordinance (Section 03-5 (4) ) currently states "To remove such librarian,
assistants or employees by a vote oftwo-fuirds (2/3) of such Board for misdemeanor,
incompetency or inattention to duties of such employment."
Most library ordinances provide for the delegation of this part of management to the
librarian (Director) while they are charged with removing this librarian if necessary.
The Library board is always kept informed of personnel matters at the Library and our
personnel manual provides procedures for all employees who wish to address the board
however, they do not feel it necessary to meet to vote on the termination of an employee
and wish to delegate this formally to the librarian (Director.)
Action
On behalf of the Carnegie-Stout Public Library Board of Trustees I am requesting the
attached revised section of the Library's ordinance be reviewed and approved.

ORDINANCE NO. 28-04
AMENDING SECTION 30-54 (a)(4) OF THE CITY OF DUBUQUE CODE OF
ORDINANCES PROVIDING FOR THE REMOVALOF THE LIBRARIAN BY THE
LIBRARY BOARD OF TRUSTEES
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, . IOWA:
Section 1. Section 30-5(a)(4) of the City of Dubuque Code of Ordinances is
hereby amended to read as follows:
(4) To remove such librarian by a vote of two-thirds (2/3) of all of the
members of the Board and to provide procedures for the removal of
assistants or employees.
Section 2. This ordinance shall become effective upon publication.
