The resolution proposes an amendment to the Iowa Constitution requiring that votes approve in a general election any state legislation that proposes a tax or fee increase equal to more than one percent (1%) of State revenue. Should the potential tax increases in all local jurisdictions meet the 1 % threshold, a vote of the entire state would be required. This would create and onerous process that would come at the cost of taxpayer dollars. This would also create an undue burden on local cities and communities who would have to wait on the outcome of a vote of the entire state should the 1 % threshold be met, prior to implementing the tax or fee increase. Please also oppose any efforts to approve SJR 2010, which imposes a constitutional amendment requiring voter approval of tax increases. Sincerely, Michael C.
