The City purchased the Bergfeld farm and the right-of-way through the McFadden farm to develop additional industrial sites. In addition to the development of the Bergfeld property, City staff has determined that 25 to 50 acres east of McGraw Hill and south of Chavenelle Road is an area that could be served by rail. Therefore, the proposed scope of services requests at least two options or altematives for grading, landscaping and lot sizes. Economic Development Director Bill Baum recommends City Council approval of an RFP for the selection of a consultant to do the design of the next phase of the Dubuque Industrial Center West. Van Milligen, City Manager Bill Baum, Economic Development Director ~ SUBJECT: Dubuque Industrial Center West - 3rd Addition Request for Proposal (RFP) INTRODUCTION The Dubuque Industrial Center West - 3rd Addition (Bergfeld Farm) RFP Selection Committee, consisting of Rick Dickinson - Greater Dubuque Development Corporation, and City of Dubuque staff Pam Myhre, Cindy Steinhauser, Kyle Kritz, Bob Green, Mike Felderman, Gil Spence, Ken TeKippe, and Bill Baum has drafted an RFP for the selection of a consultant to do the design of the next phase of the Dubuque Industrial Center West. DISCUSSION The development of the next phase of the Dubuque Industrial Center West and the construction of Chavenelle Road from Dubuque Industrial Center to Dubuque Industrial Center West is a high priority of the City Council. The City purchased the Bergfeld farm and the Right of Way through the McFadden farm in preparation of the need to develop additional industrial sites. In addition to the development of the Bergfeld property, we have determined that 25 to 50 acres east of McGraw Hill and south of Chavenelle Road is an area that could be served by rail. Therefore, the proposed scope of services requests at least two options or altematives for grading, landscaping, and lot sizes. The proposed scope of services recognizes the need to fund the construction of the Chavenelle Drive with RISE funding from Iowa DOT. Therefore, the engineering information for the RISE program must be prepared for the City to submit an application by September 1, 2004. The selection committee's objective was to develop an RFP to send to all the local consulting firms, as well as consulting firms from other areas that have completed acceptable work for the City. RECOMMENDATION I recommend that the City Council approve the RFP for the design, consulting and engineering services of Dubuque Industrial Center West - 3rd Addition, and authorize City staff to mail the RFP to appropriate engineering firms. BUDGET IMPACT The cost of the design and engineering work is budgeted ($520,000) for fiscal year 2005, and the source of revenue is General Fund/DRA distribution. The contract will be structured so that the design of the street will be eligible for RISE funding. INTRODUCTION The City of Dubuque, Iowa is soliciting proposals from qualified consulting firms to provide design and engineering services for the development of Dubuque Industrial Center West- 3rd Addition, a 175+ acre site commonly known as the portion of the undeveloped County Farm and the Bergfeld Farm. This scope of services includes design work for connecting Chavenelle Road from Dubuque Industrial Center to Dubuque Industrial Center West. The City has set the horizontal alignment of Chavenelle Road. II. COMMUNITY BACKGROUND Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to Illinois and Wisconsin. The MSA has a population of approximately 100,000, with 2.9 million people living within 100 miles. The City's annual budget is over$100 million and funds a full range of services. The community has a stable and diversified manufacturing base and a growing service sector. The Milken Institute identified Dubuque as having the fastest high-tech output growth over the last 5 years of small cities throughout the country. Dubuque is the major retail, medical, educational and employment center for the tri-state area. Tourism continues to be a major economic force in the community. City govemment works in collaboration with the private sector to promote economic development. III. PROJECT BACKGROUND 1. The City has purchased the former Dubuque County Farm and has developed the Dubuque Industrial Center West (DICW) and DICW 2nd Addition. The City has also purchased property to the east of DICW (the Bergfeld Farm). 2. The City has purchased Right-of-Way for a proposed Chavenelle Road extension through the McFadden farm, which separates Dubuque Industrial Center from the Bergfeld Farm and DICW. 3. The City has determined that 25 to 50 acres of DICW and the Bergfeld property, east of McGraw Hill, south of Chavenelle Road is an industrial area to be served by rail. 4. Stormwater detention must be accounted for and designed for the Bergfeld Farm. 5. Street Right-of-Way needs to be reserved east of Giese Manufacturing to serve City- owned industrial property to the north. 6. Farm buildings/structures on the Bergfeld property will be demolished. IV. INFORMATION TO BE INCLUDED IN PROPOSAL To simplify the review process and to obtain the maximum degree of comparability, the proposal shall include no more than 20 pages. The following information shall be organized in the manner specified below. , ----.'- --0 o_._-'"---~-,._.. Letter of Transmittal Provide a letter of transmittal briefly outlining the consultant's understanding of the work and the name, address, telephone number and fax number of the consultant's primary contact person. Profile of Firm Provide general information about the consultant firm and the firm's area of expertise (and sub-consultants) in work called for in this RFP, including the qualifications of the project manager and other key personnel who would be assigned to the project. Scope of Services Provide a description of the means or strategy by which the consultant would satisfy the following scope of services: 1. Investigation of property characteristics, including soil borings, Phase I environmental assessment (including asbestos and lead based paint inspections of the existing buildings), historical/archeological/wetlands survey and site survey. The proposal shall describe the name and location of other sub-consulting firms that would be used by the firm, and the approximate percentage of the work that would be performed by each of these firms. 2. A minimum of two options or alternatives for a grading, landscaping, and development plan and an opinion of probable costs for total options for total site development, including demolition of the existing buildings. Options on lot sizes and pads should be based upon topography. 3. Assist in the preparation of a "RISE" grant application to IDOT, due September 1,2004 for the extension of Chavenelle Road. Cost estimates for the extension of Chavenelle Road must be provided not later than August 9, 2004. 4. Preparation of Planned Unit Development documents in accordance with the City's zoning ordinance. The conceptual development plan required by the PUD ordinance functions as a preliminary plat. Ordinance requirements and checklist attached. 5. Preliminary and final design of all on-site grading, rail spur, street and utilities, including sanitary sewer, storm sewer, water, street light, and the coordination of all private utilities such as gas, electric, telecommunications and phone. [Off-site public utilities have been extended to the site by the City.] 6. Preparation of all bidding and construction documents, plans and specifications necessary for the construction of the project. 7. Preparation of all applications for and submit information for permits necessary for DNR and Corps of Engineers and other agencies as required. 8. Coordination of the bid letting and contract award process. 2 --,~.~.__._..~~--_. .,_..~ ----'-~-- 9. Construction management and inspection services for the project. Some of these services will be provided by the City, but the extent has not yet been defined. Therefore, the consultant's preferences for this part of the contract should be defined, as well as the fees for all the services and/or hourly rates charged for those services not provided by the City. 10. Final plat preparation. 11. As built construction plans and lot comer monumentation. Proposed Project Schedule Provide a project schedule outlining the time period and estimated completion date of the proposed scope of work. This should include a schedule for and description of all deliverable products throughout the period, including work of sub-consultants. Fees and Compensation Provide a proposed cost plus expenses budget for completion of the proposed scope of services with cost breakdowns by work product. Quotation of fees and compensation shall remain firm for a period of at least 90 days from the proposal submission deadline. Please separate the proposed budget from the other portion of the RFP submittal. Initial screening will be done by the selection committee without benefit of knowing the consultant's proposed fee for services. References Provide at least three references of clients for whom the consultant has completed similar projects within the past five years. Insurance If selected, the consultant will be required to meet the insurance requirements of the City. (attached) v. SUBMISSION REQUIREMENTS An original plus eleven (11) copies of the proposal shall be received in the office of the City of Dubuque's Economic Development Department, 50 W. 13th Street, Dubuque, Iowa 52001 by 5:00 p.m. CDT on Tuesday, May 25, 2004. Each consultant assumes full responsibility for delivery and deposit of the completed proposal package on or before the deadline. The City of Dubuque is not responsible for any loss or delay with respect to delivery of the proposals. The City of Dubuque reserves the right to reject any and all proposals and to negotiate changes with any consultant. The City of Dubuque is not liable for any cost incurred by any consultant prior to the execution of an agreement or contract. Nor shall the City of Dubuque be liable for any costs incurred by the consultant that are not specified in any contract. The City of Dubuque is an Equal Employment Opportunity Employer. 3 --,-~-, VI. EVALUATION CRITERIA Proposals will be screened to ensure that they meet the minimum requirements of the proposal format. A review of qualifying proposals will be evaluated by a selection committee. Factors to be considered by the committee may include the following: Qualifications and experience of the firm and sub-consultants. Qualifications and experience of the principal consulting staff proposed to work on the project and sub-consultants. Grasp of project requirements. Design approach/methodology in completing scope of services. Proposed schedule required to complete project. Proposed cost to complete project. Consultants may be invited to an interview with the selection committee.
