Van Milligen, City Manager SUBJECT: Arboretum Drive In a letter to City Council dated April 4, 2003, Jack Frick, Board President of the Dubuque Arboretum and Botanical Gardens, requested that parking be removed from the south side of Arboretum Drive to allow for free flow of two-way traffic for their visitors to the Arboretum. When Mr. Frick was infonmed that four of the five property owners on Arboretum Drive were opposed to this parking restriction, Mr. Frick asked that the request be held. In March 2004, Mr. Frick again contacted the City for a modification to the original petition, requesting seasonal "no parking" from April 1 to November 1 of each year on Saturdays and Sundays only. Based on further discussions between the Arboretum and the City, Mr. Frick has withdrawn both petitions. Based on the property owner input and the withdrawal of the petitions by Mr. Frick, Assistant City Engineer Gus Psihoyos is recommending denial of the request for no parking on the south side of Arboretum Drive. ' Gus Psihoyos, Assistant City Engineer y~ TO: SUBJECT: Arboretum Drive INTRODUCTION The following is in response to the April 4, 2003 letter addressed to the City Council from Jack Frick, Board President of the Dubuque Arboretum and Botanical Gardens, concerning parking on Arboretum Drive. DISCUSSION The construction of the Northwest Arterial from J.F. Kennedy Road to U.S. Highway 52 required the design of a new entrance to Marshall Park and the Arboretum. The previous entrance off W. 32nd Street was a paved surface without curb and gutter. It was 25 feet wide for 250 feet north of W. 32nd Street. It then narrowed to 20 feet to the park entrance. There was no development along this section. The new entrance begins at the end of what is now a fully-constructed public street known as Arboretum Drive. Current plans call for residential development to occur on both sides of the street. Mr. Frick requested that parking be removed from the south side of Arboretum Drive to allow for free flow of two-way traffic for their visitors to the Arboretum. His letter stated that there are often several short-term events in the course of one day in which many visitors are arriving and/or leaving at the same approximate time. On May 22, 2003 the City sent letters to the five property owners of record along Arboretum Drive explaining the "no parking" request and asking for comments on the requested parking Testrictions. Four of the property owners responded that they were opposed to the proposed "No Parking". The fifth property owner is the developer, who did not respond to the City's request for his comments. Copies of the letters received are attached for reference to their concerns. Prior to taking this item to City Council, City staff contacted Mr. Frick to inform him that based on property owner concerns, the City would be denying the request. Subsequent to his review, Mr. Frick asked that the request be held. In March, 2004, Mr. Frick again contacted the City for a modification to the original petition; he requested seasonal "no parking" from April 1 to November 1 of each year on Saturdays and Sundays only. This would address the concerns of the Arboretum regarding the safety of two-way traffic during their peak season. Based on further discussions between the Arboretum and the City, Mr. Frick has withdrawn both petitions. RECOMMENDATION Based upon the property owner input and the withdrawal of the petitions by Mr. Frick, it is recommended that the removal of parking be denied. You will recall that based upon input from adjacent property owners, the City's recommendation was to deny this request. However, prior to his taking this item to City Council city staff contacted Mr. Frick to infonm him of our recommendation and he requested to have the item held. Subsequently, Mr. Frick stated that he had "polled" the neighbors, and they indicated that they were not opposed to no parking. Mr. Frick has asked that we modify his request and consider a "seasonal" no parking that would run from approximately April 1 to November 1 of each year on Saturdays and Sunday only. This would address the concerns of the Arboretum regarding the safety of two-way traffic during their peak season. Please review this request with the parties involved and provide the City Manager with a recommendation. We have reviewed the letter of notice and have discussed the impacts of such a change. After careful consideration of the issues surrounding the removal of parking on Arboretum Drive, we respectfully request that the City not place parking restrictions on either side of Arboretum Drive. The primary factors for this collective request include the following: . The signage that would be required to provide parking restriction notice to motorists would be an architectural detriment to all properties along Arboretum Drive. . The elimination of parking would likely foster increased vehicle speeds along Arboretum Drive. High vehicle speeds are already a significant problem, especially before and after Arboretum events. . For visitors to pro~rties along Arboretum Drive, there is a greater safety and convenience offered by parking on the south side of the street. In previous years we have had people ftom over 30 states and 20 foreign countries. But most of our visitors are local either ftom Dùbuque or the tn-state area, We would like a ftee flow ofjraffic for our visitors, who include local citizens and tourists who are not acquainted with the area. Nothing is more frustrating to an out oftOWll visitor than to be caught in traffic cong~stion. Your attention to this matter will be appreciated since the summer tourist season will be upon us very soon.
