The DNR Aquatic Education Program is looking for partners to implement fishing outreach programs for families and youth at local water bodies or in local parks. The program will fund up to $5,000 for a program /educator on our staff for the summer of 2011. A second year of funding may be awarded based upon first year results. The Leisure Services Department proposal would include our free summer playground program for children 8 through 14 years of age at sixteen locations. Our staff member that visits each playground site each week would become a trained programmer / educator trained in Fish Iowa to provide this program for the first two weeks of the summer program. Eight of these playground sites are located in target neighborhoods of Dubuque. The two weeks of fishing education at the playground sites would lead into our annual free Kids' Fishing Clinic and Derby on Saturday, June 25th at Miller Riverview Park on the Mississippi River. The grant will allow the Leisure Services Department to provide children a trained staff member to teach the attributes of this lifelong leisure activity. Urban and /or Under - Served Populations Fishing Outreach Grant Application Submission Deadline: February 22, 2011 The Aquatic Education Program is looking for partners to implement fishing outreach programs for families and youth at local water bodies or in local parks. The Aquatic Education Program will fund up to $5,000 (500 hours at $10.00 /hour) for a programmer /educator (on your staff) per agency /organization for the spring and /or summer of 2011. A second year of funding (up to $5,000) may be awarded based on first year program results. Program Information Program Setup: What kinds of activities /programs will you provide, what audiences /groups you wish to reach, and what venues you plan to use for programming? The Leisure Services Department offers the community a free summer playground program at sixteen (16) locations for children 8 -14 years of age. An element of this program includes a staff member that visits each site once per week to provide specific programs and activities. Eight of these playground sites are located in low income neighborhoods of Dubuque. This staff member will utilize the first two weeks of the summer playground program to provide the Fish Iowa Program to the participants which leads up to an annual free special event (Kid's Fishing Clinic and Derby) on Saturday, June 25th at the Miller Riverview Park on the Mississippi River. This staff member will be conducting this program for two weeks at 30 hours per week plus training and staff meetings for a total commitment of 70 hours �- Participant Recruitment: Please describe how you will recruit program participants. Will this program be separate from your current efforts or will you integrate it into current programming? Will you use current efforts to recruit? The sixteen (16) neighborhood locations for the summer playground program is a free drop -in program that services an average of over 900 children per week. Traditionally the participants look forward to the arrival of our weekly programmed activities provided by our scheduled programmer and participate in the offered activity in large numbers. Additionally the Fish Iowa Program offering would be promoted at the sixteen (16) playground sites, the Leisure Services Department, the Leisure Services Summer 2011 brochures, a special target neighborhood summer program brochure, the Multicultural Family Center and the City public access television (channel 8). The annual Kid's Fishing Clinic and Derby will also be promoted via News Releases, the City of Dubuque web site including the Notify What resources do you currently have in your agency for teaching fishing? (Personnel, equipment, fishing locations or other sites) We currently have no fishing equipment in our agency, but we are willing to purchase an indoor /outdoor casting kit from a regional vendor to teach ten (10) participants at each time slot. This is a $700.00 unplanned expense we are willing to invest in for the success of the program. None of the sixteen (16) playground sites are adjacent to water so it will be dry-land training. The Kid's Fishing Clinic and Derby is located at a park/campground, which is adjacent to the Mississippi River. What existing program /office, including staff person(s) will provide support to the programmer hired? (ie, Additional help at events, person(s) on staff with fishing expertise) The Leisure Services Department will support this effort via the Recreation Division Manager's assistance in planning and purchasing the needed equipment. The two summer seasonal playground supervisors and program staff member will arrange for the scheduling of the sixteen (16) playground sites and educating playground staff members of the program coming to their sites. The Leisure Services Department clerical staff will assist in the promotion of the program by communicating with the media and web page resources. The department will also revise it summer programming, to include the fishing instruction, which previously has been other types of activities What community partners do you currently work with and what resources /support do they provide for current programming? If you do not currently work with community partners which ones will you seek partnerships with and how? The Kid's Fishing Clinic and Derby is an event that we partner with the Iowa DNR, the Dubuque County Conservation Board, the Dubuque Walleye Club, AmeriCorps and Theisen's retail store. Supplies and expertise are provided by these partners on the day of the event. AmeriCorps volunteers assist with the the Clinic and Derby and also are assigned to summer playground sites where the instruction will take place. Are there additional aquatic resources (stream, river, pond, lake, etc.) available for programming besides the ones listed in Question 3? If considered for programming how accessible are they and can they provide a successful program /event for program participants and /or novice anglers? How will you promote these to local anglers? Miller Riverview Park is operated by the Leisure Services Department and is located along the Mississippi River. This has been the location for the Kid's Fishing Clinic and Derby for many years. However, if river flooding occurs, our department also operates the Bergfeld Recreation Area, which includes a stocked fishing pond. During the playground fishing instruction program and the Kid's Fishing Clinic and Derby, we will be informing the participants of available fishing locations within or near the city of Dubuque. These areas are ideal for novice anglers and are accessible to the general public: Bergfeld Recreation Area Pond Heron Pond on Schmitt Island How do you plan to sustain efforts /initiatives established with grant funds after the grant period? The Kid's Fishing Clinic and Derby has been offered to the Dubuque community via our summer playground program for over 30 years. We will continue this activity in the future and also continue the summer playground fishing instruction /activity prior to the Special Event every June to promote the sport of fishing.
