In July 2010, the City Council approved a contract with IIW Engineers and Surveyors for
$38,700 to complete a site selection study for an Intermodal Transportation Center
(ITC). The vision for the ITC is that it will support transit connections, rail connections,
vehicular parking, electric vehicle charging, bicycle parking, intercity bus, a passenger
waiting area, taxicab stands, public restrooms (including lockers and showers /changing
areas), a ticketing office along with the potential for retail space, a daycare facility, and
possibly commercial office space.
The consultants identified 11 potential sites for consideration. The review committee
narrowed these options down to 2 sites through a ranking system established in
conjunction with the Federal Transportation Authority (FTA). One site is in the Port of
Dubuque and one in the Historic Millwork District.
During this process, it was determined that additional environmental tests were needed
for the Historic Millwork District and additional archeological investigations were needed
at both sites to more thoroughly analyze the potential of these sites.
Economic Development Director Dave Heiar recommends City Council approval to
amend the contract with IIW for selection of an intermodal site to cover the extra work
for Archeological Services in the amount of $5,438.51 and Environmental Services in
the amount of $15,400.00. This study and the amendment are being funded by a
$300,000.00 grant from the State of Iowa.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PURPOSE
The purpose of this memorandum is to provide rationale for amending a contract with IIW for

The balance of this grant will be utilized for the preliminary design of the intermodal facility.

Amendment 1 — Intermodal Transportation Center Project
PART I - SCOPE OF SERVICES
SECTION A
Shall be modified as follows:
4.0 ENVIRONMENTAL ANALYSIS DOCUMENT.
Item 4.2 shall be removed and replaced with the following:
Engineer agrees to perform the following services:
4.2 Cultural Resources Assessment by Wapsi Valley Archaeology agrees to perform the following services:
4.2.1 Reconnaissance level architectural history survey and a Phase IA archaeological resources
assessment of the two parcels.
4.2.4 Brief Field visit by both an architectural historian and an archaeologist to be undertaken the week
of January 10, 2011.
4.2.3 The reconnaissance level architectural history survey will involve examination of the project area
and will address potential visual impacts of the project at each location. The archaeological
resources assessment will address the potential for archaeological sites within both proposed
project parcels.
4.2.4 Archaeological research will include examination of the Iowa Site Files for information on
previously recorded sites in the area; examination of historic plat maps and other historic
sources to gain an understanding of historic land use in the area; and examination of
topographic maps, aerial photographs, and soils data to assist with identifying the potential for
finding prehistoric archaeological sites in the area.
4.4.5 Completion of appropriate forms for SHPO and report preparation for the project. Report will be
submitted to your office, or to any individuals /agencies that you request.
5.0 REPORT
The results of extra services in Extra Services items 8 shall be incorporated into the report.
8. Conduct a phase II environmental site assessment for site 8 (Millwork District Site).
8.1 The purpose of the Phase II Environmental Site Assessment is to determine the presence of volatile
petroleum compounds and metals in soil or groundwater that may exist specifically on this property.
8.2 Seven (7) temporary groundwater monitoring wells will be installed. The monitoring wells will be
properly developed prior to sampling and properly abandoned upon completion of sampling in
accordance with IDNR guidelines. Proposed depth of the monitoring wells / soil borings will be 25 feet.
Photoionizer screening will be provided at 5 foot intervals during the drilling procedure.
8.3 Soil and groundwater samples will be collected from the eight temporary monitoring wells /soil borings.
Groundwater and soil shall be analyzed for the following: Polynuclear aromatics, volatiles, arsenic,
lead, cadmium, and total chromium.
8.4 Subsurface soils will be visually cataloged and graphic soil log report forms completed.
8.5 A final report will be prepared to include a description of site conditions encountered, a site map
depicting the impacted area, analysis of collected data, and opinion by IIW, P.C. of the condition of the
site. This opinion will be rendered in accordance with generally accepted professional standards but is
not to be construed as guarantee or warranty as to the potential liability associated with environmental
conditions or impacts at the site. The final report will also contain recommendations for further
investigation if necessary.

PART III — COMPENSATION
SECTION A
1. Compensation for items 1.0, 2.0, 3.0, 4.1, 4.3 of the original Agreement shall remain unchanged. Compensation for item
4.2 shall be increased by $5,438.51.
SECTION EX - EXTRA SERVICES
1. Compensation for Extra Services as defined in Item 8 shall be $15,400.00.
PART V - TERMS AND CONDITIONS
This section shall remain unchanged.
