The attached agreement is for the Mayor's signature. We received a grant from AARP
for $5,000 to complement activities as a City of Service. Mary Bridget Corken started
her year of VISTA service with us yesterday. She has been assigned as the Chief
Service Officer to move this initiative forward.
I will supervise Mary Bridget as she works on the requirements of the Cities of Service
Grant and as we develop the volunteer initiative we will report to the Council on
activities as appropriate. Barry has reviewed from the legal side and is ok with it.

Recognition
AARP and Cities of Service should be acknowledged on all public communication (including
but not limited to press releases, brochures, reports, documents, etc.) of activities directly made
possible by these funds. However, AARP must review ads, press releases and other uses of the
AARP name by the City and approve how the AARP name is to be used.

discrimination on the basis of age, disability, sex, race, color, religion, national origin or any
other characteristic protected by applicable law.

Leisure Services Manager Marie Ware is recommending the City execute a grant
agreement for the AARP /Cities of Service Grant. AARP has $5,000 of funds they wish
to invest into a community that will initiate it to Cities of Service.
Cities of Service will lead a multi -year effort to engage other Mayors across the country
by:
• Developing a comprehensive service plan and a coordinated strategy focused on
matching volunteers and established community partners to the areas of greatest
local need.
• Working with other mayors and elected officials to advance strategies and best
practices that accelerate the service movement and produce measurable results.
• Encouraging other mayors to join this national effort to engage our citizens.
• Ensuring that the voice of cities is heard in federal legislative, policy, and
program discussions related to service, which will help the country achieve the
ambitious goals of the Serve America Act.
They ask that Mayor Roy Buol commit Dubuque as a City of Service.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

I received a call from staff of the Iowa Commission on Volunteer Service (ICVS)
yesterday. AARP has $5,000 of funds they wish to invest into a community that will
initiate in to Cities of Service. ICVS recommended Dubuque to receive these funds
based on all our collaboration and our hiring of the VISTA position. They recommended
us to AARP without consultation because they didn't even know if this was a possibility
and a good match.
It sounds like this happened all via conversations versus any proposal. AARP is
interested in Dubuque's involvement. They are only looking at two cities in Iowa and
Dubuque is one.
They have nothing in writing to share yet with us but here is generally what I know:
1. They wish our Mayor to commit the City as a City of Service.
2. They wish us to work on the four points highlighted on the next page. Each of
the points complements the work of the VISTA position and other efforts of the
city.
3. The funds given to us would be to support the four activities listed on the sheet.
One such activity would be to send the VISTA and a representative of the
Mayor's office to the National Community Service Conference in New Orleans
June 6th through 8th. Others may be good to go as well to set a working
committee foundation for the effort. Safe community initiative goes through my
mind here.
4. From the Cities of Service website the cities chose a focus on one or more of the
following: education and youth, health, neighborhood revitalization,
preparedness and safety, sustainability and Veterans. With the Safe Community
initiative several of these seem like an appropriate way to fit to this initiative
focus.

I told them I could not commit for the city but that we are interested. They will be
forwarding me more information as they receive it from AARP. I will forward that as it
comes to me.
It seems this will build well off the VISTA's position and Safe Community Engagement
piece. I had researched Cities of Service and had set the information aside until the
VISTA arrives, so knew right away what they were referring to.
I respectfully recommend approval for Mayor Roy Buol to execute the funding
agreement when it arrives.
