Sustainability Coordinator Cori Burbach recommends City Council approval of a Site
Agreement with the University of Northern Iowa Center for Energy & Environmental
Education to host a Green Iowa AmeriCorps (GreenCorps) team in Dubuque from
February to August 2011. The GreenCorps members will be managed on a daily basis
by the Four Mounds Energy Center.
The primary focus of GreenCorps service is home weatherization. GreenCorps
members are trained as BPI - certified energy auditors and spend a large part of their
time completing home energy audits in the communities they serve. They are then able
to complete basic weatherization upgrades to the homes, through the donation of
supplies from local partners. GreenCorps works in partnership with existing
organizations within a community that already provide services in these areas to reach
out to populations that are traditionally underserved.
Dubuque has been asked to provide $27,961.40 in match. Four Mounds Foundation
has committed to providing $12,012.000 towards the required match amount. The City
of Dubuque's match would be:
• $1,992.00 In -Kind match provided by putting all GreenCorps members through
the City's existing Lead Paint Training Program.
• $13,536.40 Cash match. Budget Director Jennifer Larson has identified revenue
from the training fees collected for the Lead Paint Abatement Program as a
source for this match.
An additional donation of $36,000 worth of weatherization materials was made by
Theisen's to be used by the Dubuque Weatherization Challenge, Operation New View
activity, and the GreenCorps' work.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This purpose of this memo is to request your approval of a site agreement with the
University of Northern Iowa Center for Energy & Environmental Education to host a
Green Iowa Americorps (GreenCorps) team in Dubuque from February- August 2011
and request funding of the required local match. The GreenCorps members will be
managed on a daily basis by the Four Mounds Energy Center.
BACKGROUND
GreenCorps, a community service organization hosted by UNI CEEE, began serving
Cedar Falls and Cedar Rapids in January 2009 as a response to the floods of 2008.
The program was originally funded through the National Commission on Volunteer
Services, Iowa Power Fund, and local match provided by the communities with a goal of
rebuilding the homes in those communities taking into account sustainability and energy
efficiency best practices. In one year's time, eighty members donated over 50,000
service hours to these communities through energy education, home weatherization,
and numerous outreach projects.
In 2010, GreenCorps applied for additional funding from the National Commission on
Volunteer Services, with additional match from the Iowa Power Fund, to expand their
program to two additional Iowa communities in 2011: Dubuque and Decorah. Dubuque
was selected as a location based on the commitment of existing partners focusing on
sustainability and energy efficiency initiatives.

In addition to weatherization efforts, GreenCorps members work independently and in
partnership with existing organizations to provide a variety of sustainability outreach and
education services to the community.
DISCUSSION
The City of Dubuque has been asked to enter into a site supervisor agreement to host a
GreenCorps team from February- August 2011. The team of eight full -time members will
spend a majority of their time conducting home energy audits and completing
weatherizations and would also complete community outreach and education. While
the partnership was established through the City Office of Sustainability and the site
agreement would be signed by the City, it was not practical for the City to provide day -
to -day supervision of the team. The Four Mounds Energy Center was established in
2010 with a mission of providing centralized energy efficiency resources to residents.
The City currently partners with the Energy Center to administer energy efficiency audit
and retrofit rebates (funding provided through an EECBG grant), and Nathaniel Wagner,
Energy Center Program Coordinator, has been identified as a natural local contact and
manager for the GreenCorps team.
Though there are no program- defined qualifications for a resident to receive services,
the goal of the GreenCorps program is to target low- income and elderly populations.
City and Four Mounds staff have met with GreenCorps program managers from UNI
and have identified rental properties as an additional priority in Dubuque. Staff have
met with Operation New View staff, who currently provide weatherization services, and
Black Hills staff, who manage the annual Weatherization Challenge, to identify gaps in
the populations they traditionally serve. In addition to the populations listed above, staff
have identified "middle income" residents who do not qualify for low- income assistance
programs but do not have the money to complete these basic energy- efficiency
upgrades as target audiences. All residents who sign up to receive a home audit and
weatherization services will benefit from free labor; those who are able to make a
contribution to cover the cost of weatherization materials will be asked to do so.
Hosting the GreenCorps in Dubuque will help to achieve the Sustainable Dubuque
vision and will also support the many initiatives occurring to support the Washington
Neighborhood Revitalization Plan, as that area will be targeted through the program.
Additional partners involved in recruiting households include the City Housing
Department, Washington Neighborhood Association, and Dubuque 2.0. Often, rental
units do not qualify for energy efficiency incentives, and so GreenCorps will be
specifically reaching out to landlords through the City's Crime Free Multihousing
Training Program and other opportunities to improve the efficiency of Dubuque's rental
units and decrease energy bills for tenants. GreenCorps members will work specifically
with the City's housing inspectors to build upon existing housing programs and reduce
the number of future visits to a home required for inspections and service.
BUDGET IMPLICATIONS
Each community is asked to provide in -kind and cash match to host a GreenCorps
team. In 2011, Dubuque has been asked to provide $27,961.40 in match. Four

amount. Through this memo, I am requesting that the City commit to the following
match in order to host the GreenCorps team:

GREEN IOWA AMERICORPS AGREEMENT
Site Supervisor
This agreement, administered by Green Iowa AmeriCorps through the Center for Energy and Environmental Education at
the University of Northern Iowa, outlines the responsibilities and conditions for the 2011 Green Iowa AmeriCorps Dubuque
Site Supervisor, Nathaniel Wagner. It shall remain in effect until the end of the current program, August 31. 2011. This
agreement may be amended or revised only with written consent of both parties.
A. SITE SUPERVISOR RESPONSIBILITIES
1. Uphold the Green Iowa AmeriCorps mission
2. Supervise & manage members
3. Identify local needs, Connect with community organizations
4. Generate local program support (cash & in kind)
5. Plan 1 -2 local field trips /month
6. Assist with member recruiting & interviews
7. Participate in monthly staff conference calls
8. Distribute /collect monthly reports (make sure that members are submitting reports on time)
9. Track qualitative & quantitative accomplishments, Ensure site meets minimum performance measures
10. Compile & submit quarterly performance measures reports to program director
11. Monitor daily operations & scheduling
12. Facilitate weekly member meetings, Email meeting minutes to members & Program Director
13. Empower members, facilitate progress, address members' needs
14. Ensure member compliance with contractual agreement, Enact /enforce accountability /disciplinary policy
15. Report problems or grievances to Program Director
16. Approve member timesheets monthly, Monitor member hour fulfillment accuracy
17. Conduct member 1 -month & member exit interview
18. Evaluate members at mid -term & end -of -term
19. Assist members in identifying weatherization workshop partners & weatherization candidates
20. Submit budget requests & local fundraising reports to Program Director
21. Correspond weekly with Program Director
B. SITE SUPERVISOR CONDITIONS
1. Site Supervisor shall work a minimum of 5 hours each week on designated responsibilities from February 1, 2011
through August 31.2011, NOTE: Within a site's first year of participation and establishment in a new site, Site
Supervisors should anticipate dedicating more than the minimum 5 hour commitment.
2. Site Supervisor is required to attend all internal Site Supervisor trainings.
C. SITE REQUIREMENTS
1. Site Supervisor will ensure the following AmeriCorps members' office needs are met on site:
a. Permanent workspace for 2 people, flexible meeting space for up to 9 people
b. Office supplies (paper, pens, hole punch, stapler, etc)
c. Access to copying, printing, scanning, faxing
d. Use of 1 computer and 1 laptop (minimum)
e. Use of program mailbox
f. Use of program phone line
g. Adequate lock -able space for weatherization materials & tools
h. Meet financial cash and in -kind agreement outlined in budget agreement
i. Ensure proper logo /branding of Green Iowa AmeriCorps are being represented
2. Site Supervisor will ensure AmeriCorps members are reimbursed for program - related transportation mileage
through the local site
3. Site Supervisor will generate local support (cash /in kind) to fund tools, weatherization materials, blower door
equipment, training, safety gear, uniforms, printing marketing materials & posters, etc.
